This is a purely forum-related question, but the template's work is a rather weird choice of time zone imo. Just interested in knowing why that's the case?

It's not Central strictly speaking - it's Eastern Standard, meaning it's Eastern but without daylight savings, which makes it line up with Central during the summer.

It's easiest to think of It as UTC -5:00. That avoids semiannual time changes.
