To establish minimum space requirements based on square feet for calves raised for veal, breeding pigs, and egg-laying hens, as well as to ban the sale of veal from calves, pork from breeding pigs, and eggs from hens when the animals are confined to areas below minimum square-feet requirements.

Section 1: Title

This legislation may be cited as the Farm Animal Confinement Standards Act.

Section 2: Definitions

For the purposes of this legislation, the following terms have the following meanings:

(a) “Breeding pig” means any female pig of the porcine species kept for the purpose of commercial breeding, who is 6 months or older or pregnant.

(b) “Business owner or operator” means any person who owns or controls the operations of a business.

(c) “Cage-free housing system” means an indoor or outdoor controlled environment for egg-laying hens within which hens are free to roam unrestricted; are provided enrichments that allow them to exhibit natural behaviors, including, at a minimum, scratch areas, perches, nest boxes, and dust bathing areas; and within which farm employees can provide care while standing within the hens’ usable floor space.  Cage-free housing systems include, to the extent they comply with the requirements of this subsection:

(1) “Multi-tiered aviaries” in which hens have access to multiple elevated platforms that provide hens with usable floor space both on top of and underneath the platforms;

(2) “Partially-slatted systems” in which hens have access to elevated flat platforms under which manure drops through the flooring to a pit or litter removal belt below;

(3) “Single-level all litter floor systems” bedded with litter, and in which hens have limited or no access to elevated flat platforms; and

(4) Any future systems that will comply with the requirements of this subsection.

(a)(d) “Calf raised for veal” means any calf of the bovine species kept for the purpose of producing the food product described as veal

(e) “Confined in a cruel manner” means any one of the following acts:

(1) Confining a covered animal in a manner that prevents the animal from lying down, standing up, fully extending the animal’s limbs, or turning around freely; or

(2) After December 31, 2020, confining a calf raised for veal with less than 43 square feet of usable floor space per calf; or

(3) After December 31, 2022, confining a breeding pig with less than 24 square feet of usable floor space per pig; or

(4) After December 31, 2020, confining an egg-laying hen with less than 144 square inches of usable floor space per hen.

(b)(f) “Covered animal” means any pig during pregnancy, calf raised for veal, breeding pig, or egg-laying hen who is kept on a farm.

(c)(g) “Egg-laying hen” means any female domesticated chicken, turkey, duck, goose, or guinea fowl kept for the purpose of egg production.

(d)(h) “Enclosure” means any cage, crate, or other a structure (including what is commonly described as a “gestation crate” for pigs; a “veal crate” for calves; or a “battery cage” for egg laying hens) used to confine a covered animal or animals.

(e)(i) “Farm” means the land, building, support facilities, and other equipment that are wholly or partially used for the commercial production of animals or animal products used for food or fiber; and does not include live animal markets, establishments at which mandatory inspection is provided under state or federal law, or official plants at which mandatory inspection is maintained under local or federal law.

(j) “Farm owner or operator” means any person who owns or controls the operations of a farm.

(f)(k) “Fully extending his or her the animal’s limbs” means fully extending all limbs without touching the side of an enclosure, including, in the case of egg-laying hens, fully spreading both wings without touching the side of an enclosure or other egg laying hens or another animal.

(l) “Liquid eggs” means eggs of an egg-laying hen broken from the shells, intended for human food, with the yolks and whites in their natural proportions, or with the yolks and whites separated, mixed, or mixed and strained. Liquid eggs do not include combination food products (including pancake mixes, cake mixes, cookies, pizzas, cookie dough, ice cream, or similar processed or prepared food products) that are comprised of more than liquid eggs, sugar, salt, water, seasoning, coloring, flavoring, preservatives, stabilizers, and similar food additives.

(g)(m) “Person” means any individual, firm, partnership, joint venture, association, limited liability company, corporation, estate, trust, receiver, or syndicate.

(h) “Pig during pregnancy” means any pregnant pig of the porcine species kept for the primary purpose of breeding.

(n) “Pork meat” means meat of a pig of the porcine species, intended for use as human food.

(o) “Sale” means a commercial sale by a business that sells any item covered by this chapter, but does not include any sale undertaken at an establishment at which mandatory inspection is provided under federal or local law, or any sale undertaken at an official plant at which mandatory inspection is maintained under the federal or local law.  For purposes of this section, a sale shall be deemed to occur at the location where the buyer takes physical possession of an item.

(p) “Shell egg” means a whole egg of an egg-laying hen in its shell form, intended for use as human food.

(i)(q) “Turning around freely” means turning in a complete circle without any impediment, including a tether, and without touching the side of an enclosure or another animal.

(r) “Uncooked” means requiring cooking prior to human consumption.

(s) “Usable floor space” means the total square footage of floor space provided to each covered animal, as calculated by dividing the total square footage of floor space provided to the animals in an enclosure by the number of animals in that enclosure. In the case of egg-laying hens, “usable floor space” shall include both ground space and elevated level flat platforms upon which hens can roost, but shall not include perches or ramps.

(t) “Veal meat” means meat, as defined of a calf raised for veal intended for use as human food.

(u) “Whole pork meat” means any uncooked cut of pork (including bacon, ham, chop, ribs, riblet, loin, shank, leg, roast, brisket, steak, sirloin or cutlet) that is comprised entirely of pork meat, except for seasoning, curing agents, coloring, flavoring, preservatives and similar meat additives.  Whole pork meat does not include combination food products (including soups, sandwiches, pizzas, hot dogs, or similar processed or prepared food products) that are comprised of more than pork meat, seasoning, curing agents, coloring, flavoring, preservatives, and similar meat additives.

(v) “Whole veal meat” means any uncooked cut of veal (including chop, ribs, riblet, loin, shank, leg, roast, brisket, steak, sirloin or cutlet) that is comprised entirely of veal meat, except for seasoning, curing agents, coloring, flavoring, preservatives, and similar meat additives. Whole veal meat does not include combination food products (including soups, sandwiches, pizzas, hot dogs, or similar processed or prepared food products) that are comprised of more than veal meat, seasoning, curing agents, coloring, flavoring, preservatives and similar meat additives.

Section 3: Prevention of Cruelty to Farm Animals

1. A farm owner or operator in the Commonwealth of Frémont shall not knowingly cause any covered animal to be confined in a cruel manner, for all or the majority of any day, in a manner that prevents such animal from:

(a) Lying down, standing up, and fully extending his or her limbs; and
(b) Turning around freely

2. A business owner or operator shall not knowingly engage in the sale within the Commonwealth of Frémont of any:

(1) Whole veal meat that the business owner or operator knows or should know is the meat of a covered animal who was confined in a cruel manner.

(2) Whole pork meat that the business owner or operator knows or should know is the meat of a covered animal who was confined in a cruel manner, or is the meat of immediate offspring of a covered animal who was confined in a cruel manner.

(3) Shell egg that the business owner or operator knows or should know is the product of a covered animal who was confined in a cruel manner.

(4) Liquid eggs that the business owner or operator knows or should know are the product of a covered animal who was confined in a cruel manner.

Section 4: Exceptions

Section 3 shall not apply:

(a) During scientific or agricultural medical research.

(b) During examination, testing, individual treatment or operation for veterinary purposes.

(c) During transportation.

(d) During rodeo exhibitions, state or county fair exhibitions, 4-H programs, and similar exhibitions.

(e) During the slaughter of a covered animal in accordance with federal and local agricultural code, relating to humane methods of slaughter, and other applicable law and regulations.

(f) To a breeding pig during the seven five (5) day period prior to the breeding pig's expected date of giving birth, and any day that the breeding pig is nursing piglets.

(g) During temporary periods for animal husbandry purposes for no more than six (6) hours in any twenty-four (24) hour period, and no more than twenty-four (24) hours total in any thirty (30) day period.

Section 5: Penalties for noncompliance

1. The Frémont Department of Agriculture shall jointly promulgate rules and regulations for the implementation of this Act by September 1, 2020.

(b) Any person who violates any of the provisions of this chapter is guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine not to exceed one thousand dollars ($1,000) or by imprisonment in the county jail for a period not to exceed 180 days or by both such fine and imprisonment.

(c) The provisions of this chapter relating to cruel confinement of covered animals and sale of products shall supersede any conflicting regulations.

2. It shall be a defense to any action to enforce section 3 of this law that a business owner or operator relied in good faith upon a written certification by the supplier that the whole veal meat, whole pork meat, shell eggs, or liquid eggs at issue was not derived from a covered animal who was confined in a cruel manner, or from the immediate offspring of a breeding pig who was confined in a cruel manner.

Section 2: Spaying and neutering of animals

1. Beginning January 1, 2020, dogs and cats who are bought or rescued as pets must be spayed or neutered within four months from the time of adoption.  Extensions may be approved up to six months, provided that affected dog and cat owners present a letter from a veterinarian explaining why the animal could not be spayed or neutered in the allotted time frame.

2. Pet owners who fail to spay or neuter their adopted/rescued cat or dog within the allotted time frame shall receive information on local subsidized sterilization services and be given an additional 60 days to comply.  Failure to comply after the 60 days shall be penalized by a $100 fine or an order to serve eight hours of community service.  A subsequent offense shall result in either a $500 fine or 40 hours of community service.

i. The long title of this Resolution shall be, the "John Brown—Kansan Liberty Resolution." It may be cited as the "Kansan Liberty Resolution."

Section 2 (Preamble)
WHEREAS, one hundred sixty years ago the people of Kansas waged a hard and bloody war for independence from the despotic dominion of border ruffians and the Southern slave power;

WHEREAS, in light of this history, the continued rule of the State of Kansas by the so-called Southern Region is injurious and contemptible;

WHEREAS, the late action of the Chamber of Delegates, by which the battle flag of the traitorous so-called "Army of Northern Virginia" is to be raised over Kansas, is equally contemptible;

WHEREAS, the referendum which informed the act of the Chamber of Delegates was ill-conceived and ill-ordered, the people having been denied the right to vote on all proposed designs for the flag;

WHEREAS, in any case the rebel flag flying above Kansas is an unacceptable outcome;

Section 3 (Resolution)
RESOLVED, the Parliament of Frémont do propose the "John Brown Flag" as the flag of Free Kansas, for the use of those who desire a uniquely Kansan and irredentist banner;
FURTHER RESOLVED, the design of the flag shall be: "nine horizontal stripes, alternating buff and red, forming a rectangle 2:3 in proportion; a blue canton, and in it twenty buff stars to represent the twenty free states who stood in solidarity with Kansas in her hour of need."

Section I. (1.) - Name of the Act
(1) This Act may be cited as the:
        (a) “Wildlife & Veterinary Act of 2019.”
        (b) “W. V. A. 2019”.

Section II. (2.) - Purpose of the Act
(1) This bill’s goal is to further protect animals since today in Atlasia many animals get abused and the abusers don’t get the punishments they should receive.

Section III. (3.) - Terms & Definitions
(1) An animal - a living organism (vertebrate) that feeds on organic matter, typically having specialized sense organs and nervous system and able to respond rapidly to stimuli.
(2) A protected animal - A protected animal is an endangered or threatened species on the brink of extinction and/or habitat loss, disease, ext.
(3) Animal Test- the internal or external application of a cosmetic, either in its final form or any ingredient thereof, to the skin, eyes, or other body part of a live, nonhuman vertebrae.  
(4) Cosmetic - any article intended to be rubbed, poured, sprinkled, or sprayed on, introduced into, or otherwise applied to the human body or any part thereof for cleansing, beautifying, promoting attractiveness, or altering the appearance, including, but not limited to, personal hygiene products such as deodorant, shampoo, or conditioner.

Section IV. (4.) - Poisoning & Killing Animals
(1) Poisoning & killing animals shall be prohibited in all circumstances except if it is one of the following:
        (a) Hunting:
                   (i)   Requires hunting license;
                   (ii)  However, hunting a protected species shall be prohibited.
        (b) An animal directly or indirectly harms human welfare, health or rights near a human environment (living, working, eating, etc., spaces).
        (c) An animal is attacking or showing clear signs of (wish to) attack any human being.
        (d) An animal is attempting to blight or blighting human-built infrastructure that is essential to the human existence & the nation (food & water supplies, health institutions, government objects, military objects, etc.). However, in this case it is recommended (and states, territories, and federal objects can lawfully mandate individuals witnessing that) to attempt to try other methods of banishing the animal.

Section V. (5.) - Use in Researches & Studies
(1) It will be unlawful for a manufacturer to import for profit, sell, or offer for sale any cosmetic, if the cosmetic was developed or manufactured using an animal test that was conducted or contracted by the manufacturer or any supplier of the manufacturer. Therefore, Animal testing for cosmetic purposes is hereby prohibited.
(2) If a violation of this section is found & proven, the violation is punishable by a fine of Two Hundred Thousand (200 000) Dollars and an additional Two Thousand (2 000) Dollars for each day the violation continues.

Section VI. (6.) - Animal Fighting
(1) Animal fighting shall be federally prohibited everywhere in the Commonwealth of Fremont.
(2) Any individual encouraging, participating, watching, or in any other way influencing, witnessing or participating in any human-caused animal fight shall face between five (5) and fifteen (15) years in prison, or a fine between Twenty Thousand (20 000) and One Hundred Thousand (100 000) Dollars.
(3) Animal fighting in the environment, under natural circumstances (not influenced by any human being) is not, in any way, regulated. However, in the case an individual sees an animal that’s wounded (from fight or some other practice) & can (willingly & knowingly) help he or she is encouraged to do it.

Section VII. (7.) - Animal Ownership Duties & Sales
(1) All animal ownership duties & sales regulations shall be decided by the states in the Commonwealth of Fremont. However, the federal government reserves the right to protect a certain animal by declaring it as a protected animal.

Section VIII. (8.) - Pet Travel Scheme
(1) Pet Travel Scheme (PETS; Pet Passports) system shall remain the same with the exception of one reform. If an individual wants to leave the country he or she shall be federally mandated to get a veterinarian’s letter of consent which would confirm that the animal is fit enough to travel & that it has no (obvious) signs of any diseases.

Section IX. (9.) - Animal Misbehavior Legal According
(1) Every Atlasian state will be able to decide its own laws on legal accordings when an animal owned by someone misbehaves.
(2) However, the term shall be defined within the Commonwealth of Fremont.
        (a) Animal misbehavior is an action which an animal (purposely or not) made and harmed or severely threatened health, life, and/or normal rights, proceedings & duties of any human being.

Section X. (10.) - Veterinary Practices

(1) If a veterinarian reasonably believes that a protected animal is suffering, he or she may take, or arrange for the taking of steps, such steps as appear to him to be immediately necessary to alleviate the animal’s suffering.
(2) Veterinarian practice of killing an animal (euthanasia) shall be legal, however the states or commonwealths can make restrictions regarding that practice.
(3) If a veterinarian reasonably believes that the animal is being mistreated by the owner he or she is obligated to discuss it with the owner(s) and report to the amenable authorities.

Section XI. (11.) - The Effects

(1) The effects of this Act, if passed by the Parliament of Fremont and signed by the First Minister of Fremont, shall be implemented exactly two months after being signed into law.

Section 1 (Title)
i. The long title of this Act shall be, the "Constituency Democratization Act." It may be cited as the "Democratization Act" or as "CDA."

Section 2 (Minimum age requirements)
i. Henceforward, every citizen of Frémont not disenfranchised as the result of a ruling by a federal court shall be eligible for election to any state or municipal office for which they are qualified to vote, regardless of age.

Section 3 (Voting rights for resident nationals)
i. Henceforward, every legal resident of Frémont at least sixteen years of age shall be eligible to vote in all municipal elections in which they would be eligible to participate if they were a citizen.

Section 4 (Abolition of gerrymandering)
i. In every state and municipal jurisdiction of Frémont where the members of the legislature thereof shall be chosen from districts or similar constituencies, the responsibility to draw and revise the boundaries of the said constituencies shall belong to an redistricting commission.
ii. In the case of the former, the commission shall be composed of two representatives of every party which shall have received at least 10% of the vote in the last election for governor of that state, and led by an independent chair appointed by the first minister of Frémont.
iii. In the case of the latter, the commission shall be composed of two representatives of every party which shall have received at least 10% of the vote in the last mayoral or county executive election in that jurisdiction, and led by an independent chair appointed by the governor of the state.
iv. In all cases, the constituency map shall take effect with the affirmative votes of a majority of the members of the commission.

to maximize citizen participation in state elections

Section 1 (Title & definitions)
i. The title of this Act shall be, the "Universal Suffrage Act."
ii. As used in this legislation, "non-apparent citizen" shall refer exclusively to non-playable characters, who by the constitutions and laws of Atlasia and the Commonwealth of Frémont, are citizens of Frémont and the state or territory in which they reside; and shall not be taken to refer to any person eligible to vote in federal and regional elections by virtue of their registration with the Census Bureau.

Section 2 (Automatic voter registration)
i. Every non-apparent citizen of Frémont, on attaining the age of sixteen, shall be automatically enrolled as a registered voter of the state or territory in which they reside.
ii. Every new non-apparent citizen of a state being sixteen years of age or older, and not being a registered voter of the state in which they reside, shall be eligible for enrollment from the moment of their actual residence in that state.
(a) New non-apparent citizens may cause themselves to be enrolled by submitting the date of their actual residence and two articles of documentary evidence giving their name and current address to the ministry of elections.

Section 3 (Calendar for state and municipal elections)
i. Effective 1 January 2020, all regular state (or territorial) and municipal elections in Frémont shall be on the first day of November, in the year in which those elections would have proceeded had this Act never been made.
ii. Effective 1 January 2020, the filing deadline for all state (or territorial) and municipal elections in Frémont shall be sixty-one days before the election.

Section 4 (Vote-By-Mail)
i. Every state and external territory of Frémont shall institute statewide Vote-By-Mail for all state and municipal elections on or before 1 July 2020.
(a) For elections scheduled to take place between 1 July 2020 and 1 July 2022, all non-apparent citizens shall have the option to vote by mail.
(b) After 1 July 2022, all state and municipal elections shall be conducted exclusively by mail.
ii. No sooner than sixty days before the election, and no later than thirty days before, the ministry of elections will send to every non-apparent citizen an envelope prominently labeled: "CONTAINS ELECTION MATERIALS." The envelope will include
(a) a blank ballot,
(b) a form to update voter registration,
(c) instructions to vote by mail and update voter registration;
(d) a postage-paid envelope to return the completed ballot and voter registration form.
iii. All ballots postmarked on or before the date of the election will be accepted.
iv. Any eligible non-apparent citizen may request a new envelope on or before the day of the election in the event the original was not delivered, was incomplete, or was damaged.
v. A state may elect to implement digital Vote-By-Mail in addition to the provisions described by §3(ii) and §3(iii) above, or instead of the regionally-prescribed Vote-By-Mail system with the approval of the Frémont Ministry of Elections.

Section 1 (Title)
i. The title of this Act shall be, the "Local Reorganization Act."

Section 2 (State legislatures)
i. On the fifteenth day of December 2019, and afterwards on the first day of November in every third year thereafter, each of the constituent states of Frémont shall conduct new legislative elections. The members so elected will take office on the first day of January 2020, and the terms of legislators of the states now in office will then end.
ii. The members elected pursuant to §2(i) of this Act will comprise the Legislature of that state, which shall comprise of a Senate and a House of Commons.
iii. Each House of Commons shall consist of between 60 and 120 members, according to the population of the state, chosen from single-member constituencies, the boundaries of which to be revised according to the terms of the Universal Suffrage Act every tenth year.
iv. Each Senate shall consist of between 30 and 60 members, according to the population of the state, chosen at-large by closed party-list proportional representation.
v. The assent of a majority in both chambers shall be necessary to adopt legislation.

Section 1 (Title)
i. The title of this Act shall be, the "Second Affordable College Education Act." It may be cited as "ACE II."

Section 2 (Tuition)
i. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge tuition exceeding $8,000 annually after August 1, 2020.
ii. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge tuition exceeding $5,000 annually after August 1, 2022, subject to annual adjustment for inflation.
iii. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge more than $1,000 annually in mandatory fees additional to annual tuition, including but not limited to charges for meals and room and board.
iv. All need-based financial aid awards granted by the Commonwealth of Frémont, by any state or other jurisdiction thereof, or by any college or university funded in whole or in part by one of the same, shall be adjusted annually to compensate for any change in the cost of attendance.
