I have major issues with the second clause:

2. What exactly is under the purview of “promoting other mental illnesses”. The category is so broad that it may be used against others. I echo back to the days in which transgender and homosexual voices were suppressed by the state using state institutions; heck, is promoting transitioning if one has gender dysphoria “promoting a mental illness”. The law is dangerously vague. I do agree that anorexia and suicide is amoral, but is it needed for the state to do suppression without providing the resources to combat them by, let’s say, more funding for public mental health facilities and a shift in cultural understanding of seeking such facilities?

Furthermore, as today’s social media is vastly splintered into compartmentalized, decentralized spaces on the same website, who exactly would the fines be attested to?

And finally, it is confusing when one shortens words. I doubt you want to go after the singer Mia.

So all in all, I would vastly reword, or even cut, the entirety of the second clause. I’ll see if I can get to it sometime tomorrow.

I am always wary of attempts to regulate communication like this, such as what PSOL mentioned or even in the third clause: what is "outright racism"? Who polices it? I would concur with the former Chancellor that we need to get very significant rewording before I would sign this bill. As it stands, should the Council pass it, it'll be vetoed.

Good points. As per U.S v Stevens and Brown v. Entertainment Merchants association, the Supreme court has been very clear that the government cant invent new categories of speech to ban. So II and III are facially unconstitutional. (Not to mention "outright racism " would include advocating for affirmative action which I cant imagine yall would want to ban persons from discussing. ) it also is viewpoint discrimination which is again facially unconstitutional. The government cant say its ok to say bad things about racism but not good things about racism... thats crazy illegal and crazy fascist thought policing. In Atlasia you have the right to believe in and speak in favor of terrible ideas ... thats called freedom of speech.

Plus a Region cant exactly ban internet websites where the only personal jurisdiction contacts are that such website is on a global network. I mean, if a Canadian posted something racist on his Facebook wall, what authority does Lincoln think it has to punish that Canadian or Facebook or whoever? The minimum contracts for personal jurisdiction require purposeful targeting and some sort of transaction. Passive viewing of a global webpage, absent more would not qualify as something that can be prohibited regionally.

I agree with my Council colleague PSOL regarding the second clause. I will likely oppose this bill in its current form.

This bill is very flawed in its current state, and I will not support it.

As others have stated, sections II and III are blatantly unconstitutional. As in Section II.1.b, "Placing, commenting or discussing pro-suicide, pro-ana and pro-mia comments would be fined with 150 dollars." Discussing these conditions could be under a wide range of topics, like threats or confessions of doing these acts. But debate, ridicule, and even supoort for those trying to change could be flagged under this bill. Like with suicide support groups online, would these groups be fined a thousand dollars, and its users be fined hundreds?

In sections I and III face similar issues, poorly defined ways to violate the bill. Would those trying to expose pedophiles be punished. Would thise trying to have proper discourse be fined?
