With recent issues regarding the sovereignty of Lincoln, I think itís in order to be prepared for further incidents. In recent memory, there have been cases of unrest and sedition by various actors. This bill seeks to keep the citizenry of Lincoln safe and secure. On the various specifics;

The first section deals with the purpose and appropriate triggers to deploy such a force. The second section merely reorganizes the force into resembling a semi-professional force. It compartmentalizes and specializes what units are in the Lincoln National Guard, while raising the bar on qualitative leadership roles.

The second clause allows for the bill to pay itself, by having an annual parade and by selling discontinued stock.

While forgotten, I do plan to submit an amendment that raises the total volunteering enrollment to 10,000 active guards-persons for this region of Lincoln, and for appropriately calling this a regional guard.

Atlasian Constitution, Article II, Section 3
Quote
5. No Region shall lay any duty of tonnage, nor grant any title of nobility, nor maintain armed forces in times of peace, nor issue, coin, or recognize as legal tender any currency but that of the Republic of Atlasia.

Not certain, but this reorganisation is possibly unconstitutional, as it possibly expands the National Guard to such an extent that it constitutes an armed force rather than a constitutional militia.

To be quite honest, I'm not that much of a fan of this initiative. I'll think some more about it, but for now, keep debating Smiley.

Can you give any critique or amending you would like to see worked on the bill as it stands.

Forgot to open this. Thanks to ASV for reminding me. Councilmembers have 48 hours to vote AYE, NAY, or ABSTAIN.

Nay.

While I do think there are some good intentions in this bill, there are some good points being raised that are possibly unconstitutional and it may interfere with what they are intended to do nationally.

Aye, it is perfectly in our rights to have a state militia that is well regulated to serve the needs of the public of each region as they see fit. This in no way breaks any of those laws as updated with the new amendment.

Furthermore, it is needed for Lincoln to be prepared for the worst of calamities by having an auxiliary force that would be prepared. This bill in no way creates a parallel armed forces, as stated in my updated amendment, nor does it takepower away from the Governor. In fact, this bill actually affirms one of our duties as to have a constitutional militia, not an armed force as described in the courts, as a function needed to be partaken by this body as a whole.

Also, something that I just Noticed is that the bill hasnít been updated to showcase the friendly amendment I put into place. Can such a thing be updated so as to not cause confusion ?

Nay

We have a federal national guard to deal with those problems, and this will add another burden on our budget.
