Would there have been an 18th Amendment, or would that have been unnecesary?

If the Commerce Clause had circa 1800 been interpreted as broadly as it later was, there would've been an amendment similar to or part of the 12th Amendment that would've explicitly barred Federal regulation of intraState commerce in any manner whatsoever.
