I recall reading that voter turnout was the lowest since 1924.

Clinton's reelection seemed like an inevitability for the entire duration of the general election. Even in 2008, there was some uncertainty about Obama's chances until the economic collapse in September. The country was less divisive and a lot less politically obsessed, for lack of a better term. Clinton's morality issues and Dole's lack of charisma also contributed.

Dole was dull.

Clinton certainly did not energize the left - his major first term accomplishments were NAFTA, ending welfare, the crime bill, and DADT (he also raised taxes on the rich, but reneged on campaign promises for middle class tax cuts)

Dole was Mr. Boring and likewise did not energize the right - although he was conservative, he also worked with others to get things passed.

There were no major issues, with the economy humming and no wars.

None of these leads to an energized tradeoff.

Everyone knew Clinton was going to win. They saw no reason to vote as a result.

There wasn't anything interesting about that campaign.  The economy was good, Americans seemed satisfied with incumbency, Dole was old, Clinton was a liked politician but not liked personally, and he was way ahead in polls throughout.  People lost interest.
