Clinton certainly did not energize the left - his major first term accomplishments were NAFTA, ending welfare, the crime bill, and DADT (he also raised taxes on the rich, but reneged on campaign promises for middle class tax cuts)

Dole was Mr. Boring and likewise did not energize the right - although he was conservative, he also worked with others to get things passed.

There were no major issues, with the economy humming and no wars.

None of these leads to an energized tradeoff.
