Why was voter turnout so low in 1996?

There wasn't anything interesting about that campaign.  The economy was good, Americans seemed satisfied with incumbency, Dole was old, Clinton was a liked politician but not liked personally, and he was way ahead in polls throughout.  People lost interest.
