In the Obama era, the GOP fearmongered about Obama wanting to make America like “gun-grabbing socialist Europe”. Did they also do this during the Clinton era?

The GOP was very dismissive of our NATO European allies in the 1990's, due to their paralysis in intervening in the Bosnian civil war.

But on whole, I'd say they were much more hostile to the UN (and the Hague Court) than to specifically just the continent of Europe.

Yes. Republicans in the 90s were openly running on withdrawing the U.S. from the UN and putting a 5 year moratorium on ALL immigration. To add to all the usual talk about "Socialist Europe" and "Cheese-Eating Surrender Monkeys".
