to combat the rising cost of higher education

Section 1 (Title)
i. The title of this Act shall be, the "Second Affordable College Education Act." It may be cited as "ACE II."

Section 2 (Tuition)
i. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge tuition exceeding $8,000 annually after August 1, 2020.
ii. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge tuition exceeding $5,000 annually after August 1, 2022, subject to annual adjustment for inflation.
iii. No college or university funded in whole or in part by the Commonwealth of Frémont, or by any state or other jurisdiction thereof, shall charge more than $1,000 annually in mandatory fees additional to annual tuition, including but not limited to charges for meals and room and board.
iv. All need-based financial aid awards granted by the Commonwealth of Frémont, by any state or other jurisdiction thereof, or by any college or university funded in whole or in part by one of the same, shall be adjusted annually to compensate for any change in the cost of attendance.

Right. As it says on the tin, the aim of this legislation is to further reduce the cost of higher education for Frémonters following the first reform of public university tuition two years ago. While ACE I capped tuition to public colleges in Frémont at $10,000 per year, this bill would effect a gradual reduction in attendance costs to $5,000 annually (adjusting for inflation) by 2022. The fact of the matter is that the astronomical increases in college tuition we have seen in recent decades have little or nothing to do with the quality of the education being provided, and much to do with impressing donors with expensive projects the cost of which are then passed on to students. With Frémont assuming the operating cost of public colleges in the West going forward, it is imperative that we get these expenses under control. It is entirely possible to receive a top-notch education without paying six figures for tuition and room and board, and by this initiative Frémont will prove to the nation that it is not a choice of education or financial solvency.

I had forgotten; thanks for the reminder! Given that the Frémont Promise Act is not universal (only students who complete their degrees in four years and maintain full-time enrollment qualify for the Promise Scholarship), and does not include any cost-controll measures, I think there is still a place for an across-the-board tuition cut —unless I am misunderstanding the provisions of that bill?
