As I recall John Ford "held" a referendum as GM that narrowly failed.

IIRC, YRC.  However,  it is possible for us to do various things with Puerto Rico, if we wanted to explore the dynamics of territorial government.  Until that is done tho, registering in Puerto Rico is effectively the same as deregistering, except you have to wait at least 60 days before coming back.

none - basically registering in Puerto Rico is a self enforced 60 or more day break from most forum politics, altho TD would still be eligible for a cabinet position or even the Presidency or Vice Presidency.

Just another attempt by the federal government to limit Puerto Rico's power.  I will continue to stay in Puerto Rico.  All this did was help me, as now I can live in Puerto Rico and vote in federal elections.
