Once he officially files with the FEC, he's IN.

I haven't looked into this on my own to verify, but according to various people in the relevant Wikipedia talk section, (link), filing in Alabama requires a declaration on the form that you are a candidate for the office in question.  If that's the case, then by any dictionary definition, isn't he a candidate, regardless of whether he's also declared that on any other documents or public fora?

The ads will begin airing as soon as Monday. One of the first ad buys was spotted in the West Palm Beach, Fla., media market, according to Advertising Analytics. As of 2:30 p.m., Advertising Analytics tracked buys in 32 different states across the country, with $19.4 million in reservations so far.

“This buy is MASSIVE,” Ben Taber, an analyst for the television ad tracking firm Advertising Analytics, said in an email to POLITICO. "I think it‘s going to be the biggest buy of all time," he wrote. Then-President Barack Obama had a $30 million, one-week long buy in 2012, but Taber said this "seems like this might pass that for largest buy in one week."

Former New York City Mayor Michael Bloomberg apologized Friday after calling fellow 2020 Democratic presidential candidate Sen. Cory Booker (D-N.J.) “well spoken," a phrase which critics have said has racist undertones.

While discussing his 2020 competitors with CBS’s Gayle King in an interview that aired Friday morning, Bloomberg said, “Cory Booker endorsed me a number of times, and I endorsed Cory Booker a number of times. He’s very well spoken, he’s got some good ideas.”

Billionaire Democratic presidential candidate Mike Bloomberg said Thursday he will stay in the presidential race "right to the bitter end" as long as he's got a chance at winning the nomination.

In an interview with NBC News' Kasie Hunt, Bloomberg said "as long as you have a chance of winning," he would "absolutely" stay in the race.

"Why would I spend all of this money, all of this time out of my life, and wear and tear, you know, which I love — incidentally, (it) reminds me of my three campaigns in New York for mayor, which I did like," he told Hunt, the host of "KasieDC." "The difference here is I've got to fly from event to event where there I used to drive from event to event. But yeah sure, I love it, I am going to stay right to the bitter end, as long as I have a chance."

Bloomberg said that if Sen. Bernie Sanders, I-Vt., hit the delegate threshold to secure a majority ahead of the Democratic National Convention this summer, then he would not continue his presidential bid. If Sanders had amassed only a plurality, however, Bloomberg says he will keep pressing forward.
