Quote
Reproductive Health Protection Act

Section I: Recognition

1. We recognize that reproductive health care, including contraception and abortion, is a core component of women's health, privacy and equality.

2. It is the solemn duty of Atlasia to protect the right of women to access safe and legal abortion services.

Section II: Abortion

1. A licensed or certified health care practitioner acting within his or her lawful scope of practice may perform an abortion when, according to the practitioner's reasonable and professional judgement, the patient is within twenty-four weeks from the commencement of pregnancy, or there is an absence of fetal viability, or the abortion is necessary to protect the patient's life or health.

Section III: Enactment

1. This act takes effect immediately upon receiving the President's signature.

The sponsor has 24 hours to commence an advocacy here, and all other Senators have 48 hours to respond.

This isn't constitutional IMO.

This bill would provide common sense health reform for Atlasia. As opposed to some proposals that may seek to restrict such services, this legislation is intended to move the nation forward regarding the state of women's healthcare. This provides a simple definition of legal abortion in order to ensure that it remains accessible, safe and, most importantly, a choice for women to make themselves.

I share YE's perspective on constitutionality.

I have issues with this on several layers. To begin with I am pro-life and while I support contraceptives, my preference is to use contraception to reduce the number of abortions.

Beyond that from a game perspective I would argue that having the regional bans on late and mid term abortion are beneficial and provide more opportunities for debate and discussion then if the federal gov't replaces their laws with one overarching policy nationwide.

It looks like we have two people for the bill and two people against it, meaning that passage of the tabling motion is right on the bubble if that makes sense and such is closing to failing then succeeding at present.

I am generally dubious about tabling motions particularly from larger chambers as it just tends to drag things out. For example in a 9 member body, 5 people may oppose the bill but if 4 support it those 4 can block tabling, meaning the final vote is always the most efficient way to handle it (at least until cloture became a routine event here anyway).

Granted that matters less here (since 2/3rds is a majority), but it would help to know where everyone stands on this bill, since it has been almost two weeks since it was brought to the floor and we have two Senators that are question marks.

I realize that Thanksgiving and the holidays in general are rather difficult to keep things moving, but same song, same tune. Need to know where the members are at on this.

tempted to second MB's motion if for no other reason than to finally find out. Says something when a tabling motion becomes a means by which to improve practicality of a situation, typically it is less than practical as I described in another thread. Tongue

Since it seems this is sorta dead at this moment, gonna motion for a final vote (as Yankee said it's better to vote it down instead of table). Withdrawing my motion to table. 24 hours to object.

Pretty sad that the sponsor and those that voted Aye couldn't be bothered to address the valid concern that this bill is unconstitutional...
