Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled,

SECTION I: NAME

1. This bill may be cited as the Let People Travel Act.

SECTION II: NO MORE DUMB FEES

1. No fee or tax shall be charged for first-time application or renewal of any Atlasian passport book or passport card.
2. Passport photographs shall be available to be taken free of charge at every facility which accepts passport applications.

It's ridiculous for the government to be charging people in order to travel out of the country. The process for obtaining a passport is unreasonably difficult already, and this will speed up the process while making it significantly more affordable - and easier to obtain a valid ID.

What is the expected cost of this to these facilities? A lot of these facilities that take passport applications are post offices, the financial concerns of which have been the topic of multiple bills over the past three years now.

iirc weren't passport fees raised at one point to fund a Labor bill a few sessions ago? Doesn't seem like a good idea to remove a source of funding for existing programs.

Would applicants still be charged fees to expedite their application of they chose to do so?

Seems like an easy fix, introducing an amendment:

Sure, if you wanted to take away funding that went towards reducing naturalization fees to poor people.

Money doesn't grow on trees, you can't just keep racking up costs and ignore how to pay for it.
