What caused Livingston Parish to change so quickly? It was democratic for Louis Lambert and Jimmy Carter (even in 1980) but then it went to W Henson Moore, David Duke, and HW Bush and Bob Dole. What caused this sudden shift in the mid 1980s and why didn't it go back for Bill Clinton?

I was wondering this question just last night, and found an interesting article by Googling Livingston Parish so white. I believe it's from the Baton Rouge business weekly. In a nutshell, the place is like the definition of white flight a reaction of an aggressive School desegregation busing order. Plus as noted it has a low black population compared to most parishes. Very low on the advanced degree spectrum that might make one favor Democrats.

It's ultrawhite and has low education levels--College grads 17.7% vs 34.5 for East Baton Rouge, 32.5 for St. Tammany 27.7 for Ascension and even 23.0 for W. Feliciana.  In the current era,  minority population and college education are about all you need to figure out the vote.

One of the Duke brothers lives there now (Dukes of Hazzard that is) went through a bankruptcy but still lives there.
