Should it be legal for women to be topless in public?

Who defines ugly? Does the Select Committee on Public Nudity review each woman's breasts and vote hot or ugly?

Indeed. Each woman that wants to apply for a Topless Permit will have to appear before the committee and be subjected to a "aye" or "nay" vote from the nine members.

How do I get a place on said committee?

I vote yes. I have talked to my special lady about this, and she tells me that she and most of her friends get just as excited when they see a male topless (subject to certain attractiveness standards, of course) as men do when they see a woman topless. I don't see why women should get to have all the fun.
