SECTION 2.

Article I, Section 6, of the Fourth Constitution, is amended to read as follows:

Neither slavery, nor involuntary servitude, except as punishment for crimes of which the accused has been duly convicted, shall exist within the Republic of Atlasia, nor in any place under its jurisdiction, nor may any draft or other form of compulsory service be instituted, unless approved by a public referendum in all three regions with a sixty percent threshold. The President shall have the sole authority to authorize the draft referendum.

This bill removes exemptions for involuntary servitude in the 13th Amendment, effectively closing a loophole that allows the enslavement of prisoners and other such individuals.

Please vote Aye to close this loophole once and for all.

I am not comfortable completely prohibiting the possibility of a draft down the road. I am no fan of compulsory military service myself but realism dictates that having seen past instances where it was necessary, it would be reckless to completely remove it as a possibly regardless of circumstance.

The present text of the constitution here is a reasonable restraint requiring several checks before it would be reinstated.

If there is concern about things like Louisiana State Penitentiary, then we should address that without also harming this.
