I would rank them, from best to worst, like this:

1. Clinton
2. Obama
3. Trump
4. Bush 43

Yes Trump is bad in this respect, but he hasn't done anything nearly as damaging as the Iraq War and, to be fair, Bush was dealt a much better hand internationally in Jan. 2001 than Trump was in Jan. 2017 and we're still feeling the effects of Bush's disasters today. So How would you rank them?

Putting Trump above Bush doesn't make his foreign policy anything other than an F. I suppose Bush gets an F-.

Trump has erased American leadership, abandoned NATO and Europe, endlessly played into the hands of Russia, escalated the situation with Iran, made negative progress toward peace between Israel and Palestine, etc etc.

A poorly justified war in Iraq that destabilized the region and left hundreds of thousands of Iraqis and thousands of American soldiers dead is worse.
