I'm using my emergency powers as first minister to move this to the front of the queue. The first minister has the floor.

Okay! As I said earlier today, this legislation will reorganize the government into four ministerial departments to pave the way for discretionary appropriations in the FY2020 budget. I don't anticipate this being controversial, but it is very important we pass this ASAP, so if there is no debate I will move to suspend the rules and bring this to a vote tomorrow.

I see no issue here, let’s get this passed.

Very well. In lieu of any objection, I am invoking my emergency powers to suspend the rules and bring this bill to a vote. Members will vote Aye, Nay, or abstain. Voting will last 48 hours or until all members have voted.

Aye.

With four members in favor and one not voting, the resolution carries.
