I am introducing this legislation because many miners lose their jobs after new industries compete within the energy sector.

I will sign this legislation if it comes to my desk.

I am a bit concerned about the potential cost, however, we must make sure we don't leave coal country and its workers behind. The coal industry continues to implement more mechanization, requiring a much smaller workforce than decades ago, and coal continues to be displaced by cleaner forms of energy, including renewables, nuclear energy, and natural gas.

This legislation is very beneficial to the region in ensuring the South does not allow the scourge of unemployment to set in on laid-off miners.

Thank you for writing and introducing this legislation, Delegate Spark.

this is something badly needed, and I can support this in its current form, even with the potential cost. I don't think you can put a cost on helping save hundreds or thousands of people's livelihoods.

Mr. Speaker: Should a final vote be called on this, unless any of the Delegates have more to say on the bill?
