I enthusiastically support this legislation. The South needs address concerns about the environment. And that does not mean it has to be to the detriment of the economy. In fact, addressing environmental concerns can give us an opportunity to expand our economy.

The environment should be one of the South's top priorities. We need to protect our natural resources and preserve them for our posterity.

One thing I wonder - what is the effect of this bill being passed? What does striking this provision from the law actually do?

Everything except the stricken portion is already law so I believe this should mean the Secretary post would become an NPC instead of an appointee. The Secretary position has been vacant and forgotten about as far as I can tell, so delegating that office to an NPC would be best (instead of nominating a person to that position), in my view.

I see nothing wrong with the bill then.
I motion for a final vote.
