Rather than set hours based on some weekly amount - might it make more sense to set things on a semester or annual basis?

I personally find the sentiment of this agreeable as well.
Perhaps we could have a monthly minimum instead?

Although community service is an important thing, 5 hours per week is simply too much for many high schoolers, who may be unable to do that amount due to transportation, having a part-time job, or being part of a school sports team. I'm introducing this amendment:

Quote
Community Empowerment Act (CEA)

Section 1. Title
i. The title of this act shall be the Community Empowerment Act.

Section 2. Purpose
i. This act shall require those attending a high school in the Southern region to complete additional requirements for graduation.
ii. These additional requirements include up to 5 hours per week 10 hours per semester of mandatory community service.
iii. The community service component cannot be used to replace credit hours for coursework but may be used in addition to coursework.
iv. A legal adult who is unrelated to the student must confirm all community service hours via signature.
v. This legislation shall go into effect starting the 2020-21 school year.

granted, 10 hours per semester seems rather low, but I believe it's reasonable for those who have issues that I listed above. Mandating that a legal adult who isn't related to the student to confirm the service hours also mitigates any issues of students cheating hours.  It's also a good idea to clarify when the legislation goes into effect so that students aren't confused this school year.

I agree with this amendment. Also, I believe 10 hours was the requirement for community service hours per semester for clubs like Ro Kappa, Beta Club and others (in high schools) so that amount (10 hours) per semester is not unprecedented.
