As Jake said, a "nay" is a vote against the vote of no-confidence, not a vote against confidence.

He has deliberately disregarded the Senate rules on two counts:

1. He has so far declined to open the cloture vote that was proposed on the Electoral Reform Bill.
2. He has declined to fill all legislation slots on the floor - this should not be an issue because the Rules on Reintroduction (Article 3, Section 3) will allow us to resurrect everything that does not see a full vote in the next session.

If we were elsewhere in the term of the PPT, I would probably express no-confidence, but with a mere 5 days left, I won't needlessly slow things down with that.

With 2 yeas, 4 nays, 1 abstention, and 1 vacancy in the Senate, with 2/3rds of the Senate voting in favor for this vote to succeed, the vote of no-confidence has failed
