In your alternate universe, maybe.  As far as I know, he kept Hamilton's economic structure for its stability, despite not agreeing with its philosophy.  That makes him one of the greatest presidents for me.

The greatest presidents IMO:
FDR
Wilson
Jefferson

I definitely don't have ten in mind who are on that level.  However, maybe add:
Chester Arthur (civil service reform)
Lincoln
