Not necessarily - the Supreme Court building is presently in the Capitol Complex (i.e. under the jurisdiction of the Architect of the Capitol)  and previous to that generally met in the Capitol building itself.

Here is the answer. 

The Bedford Springs Hotel, near Bedford, PA.  It was where James Buchanan summered and it was used to house Japanese Diplomats captured when Germany collapsed.
