Updated for 2008:


Colorado

D: Costilla (since 1924)
R: Elbert (since 1932)



According to the map at geoelections.free.fr/USA/elec_comtes/1924.htm , Costilla County Colorado went Republican in 1924, but they did go Democratic in 1928.
