I think "Attainment" is the best economic standing with "Distressed" being the worst.

Yeah, I figured that much out.. but the names are kind of funny.  'Competitive' with whom?  'Attainment' of what?

You realize that these statistics are from the 90's right?  How does this help Kerry?

The map was created in 2003, but the stats are from 1999-2001.

Appalachia has always been "distressed". Believe my most of my mothers family is from Appalachia and little has changed in the past 100 years.

The trends are actually more interesting than the snapshot. The number of distressed counties dropped from 122 to 121 to 91 over three years. This is a rolling average and shows that as the recession took hold in 2001 and 2002, Appalachia improved relative to the nation as a whole.

One most dated piece of information is the use of the 1990 census average for poverty rates. A new map should be available soon to establish the categories for grant funding in FY2005. In particular, they may switch to the 2000 census for poverty rates. Also, the next map will show whether the national economic upswing beginning in 2003 make Appalachia look worse again, or did some of that spill into Appalachian counties.
