Yepp, means that exactly 2 people support Dodd in this survey of 400 LV.
And 400 is not very meaningful in a state with 40 Mio. inhabitants.

I sorry I wasn't more clear.

I cann't remember ever seeing such an adverse ratio!

Compare the will support to the will never support!
