I'm starting to get worried about Fred. Maybe his friends at Law and Order can put out an APB on him?

Really, I don't think he's planning to run anymore. I really don't think he feels like doing all the campaigning and stuff that he would have to do if he ran. Then again, he could be waiting till all the other candidates have beat each other up before announcing, but that’s a stupid strategy, I believe. Even if he has been raising money, he is surely behind the frontrunners by a significant margin, and waiting any longer is just going to increase that gap. I honestly think his ship’s already left the harbor.
