As nobody else has done so, I'll just start this off.

The Senate debate on the Amendment can be found here.

The Amendment is as follows:
Popular Initiative Amendment

Article I, Section 3, Clause 5 of the Atlasian Constitution shall be created to read as follows:

Any ordinary citizen of Atlasia may propose legislation for immediate consideration by the Senate. To do so, he must:

(a) create a new thread (entitled with the name of his proposed legislation) containing his proposal;

(b) receive the signitures of 15% of the registered citizens of Atlasia within 28 days of creating the thread.

When these requirements are met and verified by the Secretary of Forum Affairs, the legislation shall be placed before the Senate for its consideration, though only one piece of legislation proposed in this matter shall be considered by the Senate at any one time. The citizen who creates the thread for the legislation shall be thence considered the sponsor of the legislation.

I don't think you can legally do this.

Actually, the Northeast Constitution makes no mention of who can or cannot open polls, except for the polls for Governor and Lt. Governor (which have to be the Chief Judicial Officer).

Legislation has to be opened by the Lt. Governor, although that is regional legislation.

Constitutional Amendments don't appear to have any rules about them at all. I know what I'm proposing at the next election, of course.

Eh, I do a lot of things that aren't legal. Just figured I'd keep things moving since others were pre-occupied.

Since the Northeast officeholders fail to do their assigned job, this is sufficient in such an event.

As President I think it would be fair to deem that the Northeast has no effective government and is currently in a state of government-less anarchy.

Could we have emergency legislation in the Senate dissolving the governments of the Northeast and Southeast and calling immediate elections?

Well, I know Fezzy's administration has run things unconstitutionally, as I haven't seen a session of the Northeast Assembly for quite some time, yet it is required to occur once a month.

Mr. President, I respectfully disagree with you. While any member of the Northeast may introduce legislation to the Assembly, ballots must be opened by either the Governor, Lt. Governor, or CJO. I will open one immediately.
