Actually, the Northeast Constitution makes no mention of who can or cannot open polls, except for the polls for Governor and Lt. Governor (which have to be the Chief Judicial Officer).

Legislation has to be opened by the Lt. Governor, although that is regional legislation.

Constitutional Amendments don't appear to have any rules about them at all. I know what I'm proposing at the next election, of course.

Could we have emergency legislation in the Senate dissolving the governments of the Northeast and Southeast and calling immediate elections?
