I would like to thank the people that voted for me, for giving me my first full term as Lieutenant Governor of the Northeast. I look forward to working with Governor MAS in the next four months, because I know together the Northeast, with MAS in charge can do great things.

The following Propositions will be up for Northeast citizens to vote upon on the weekend of November 17-19. And those Propositions are listed below.

Metric System Bill

1. The Northeast Government shall convert to use of the Metric system in all relevant affairs, effective two months after passage.

Death Penalty Reform Bill

1. The death penalty is abolished within the bounds of the Northeast Region for all crimes excepting first-degree murder.
2. The death penalty shall only be applied in cases tried by the highest court in the Northeast Region, and no others.
3. The death penalty shall not be applied in murder cases without substantial DNA evidence.
4. All persons currently sentenced to death for crimes other than first-degree murder or for first-degree murders without DNA evidence shall have their sentences commuted to life in prison without parole.
5. All non-first degree murder crimes currently carrying a maximum penalty of death shall have a maximum penalty of life in prison without parole instead.

AN ANNOUNCEMENT FROM THE LIEUTENANT GOVERNOR

PORTLAND, MAINE

In the last 12 hours or so, I have been touted as a potential Presidential candidate in February 2008. I would like to announce that I will not be running for the Presidency of the Republic in the upcoming election. Though one day I would like to run for the Presidency of our great country of ours, I do not feel the time is right for me to run for the highest office in the land. I have much more to do as Lieutenant Governor of the Northeast and hopefully one day as Governor.

Did you post it in the Northeast Propositions for the month of November thread? I know Mr. Moderate did so, but he was too late. I'm looking forward to see what will appear on the ballot this December, likewise with many Northeast citizens. I'm sure we want to vote on a whole range of issues not just one. Like last month.

I'll officially open the Northeast Propositions for the month of December thread tomorrow. I would do it at Midnight at 12.00AM on December the 1st, however I have a luncheon to attend to. I look forward to a good month of legislation from the citizens of our great state.

Firstly my apologies for not updating the Northeast Legislation Wiki page in a month. I promise that I will update Early 2006 on the Wiki tonight. I shall hopefully finish the Northeast Legislation Wiki page, thus having it update and complete up until December 2007 at the end of the year. Sorry for any inconvience I may have caused.

Secondly, I thank those Northeast citizens that are supporting the Euthanasia Bill I borred of Peter from the Mideast. If the Governor supports this bill, it will be a great day for citizens of the Northeast. If he dosen't, I will be very disapointed and I'll keep on fighting for Euthanasia Rights in the Northeast, until we finally achieve it.

The Northeast Propositions for the month of December Ballot has now CLOSED. The following pieces of legislation will appear on the ballot this weekend. Sorry for any inconvience I may have caused, closing the Voting Booth earlier then the initial time it was supposed to be closed.



Vehicle Procurement Act of 2007

Whereas, protecting the environment is of utmost importance to the future and well-being of the Northeast Region; and
Whereas, purchasing alternative fuel and hybrid vehicles will be a net financial benefit to the Northeast as gasoline prices continue to rise and fossil fuels become more scarce; therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1. All new vehicles purchased for offical regional use in the Northeast (including buses used for the purposes of regional-subsidized mass transit) must, at a minimum, meet PZEV (Partial Zero-emissions Vehicle) standards.
a.  Definition.  In order to qualify as a PZEV, a vehicle must meet the SULEV (Super Ultra Low-emissions Vehicle) standard and, in addition, have zero evaporative emissions from its fuel system plus an extended (15-year/150,000-mile) warranty on its emission-control components, which incidentally covers the propulsion electrical components of a hybrid electric vehicle.

SECTION 2. Vehicles should meet AT-PZEV (Advanced Technology Partial zero-emissions vehicle) standards or better whenever economically feasible.  (AT-PZEV standards include cars that utilize hybrid technology.)

SECTION 3. Effective Date.  The Vehicle Procurement Act of 2007 shall go into effect immediately upon passage.

Proposed by Senator Mr. Moderate of Massachussetts



Death Penalty Reform Act of 2007

Whereas, The Northeast Region finds the taking of human life to be a most solemn and grave matter;
Whereas, The Northeast Region finds that, if a penalty of death is to be applied, it should be done so under the most strict of conditions and only after a heightened burden of proof has been met; and
Whereas, The Northeast Region finds the method of execution currently used in the region, death by lethal injection, to have the potential for being "cruel and unusual;" therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1. The Northeast shall limit the use of the death penalty for terrorist acts, murders involving torture, the killing of active duty law enforcement officers, and murder sprees.

SECTION 2. The Northeast shall require a burden of proof where jurors find "no doubt" as to the guilt of the defendant before the death penalty may be applied.

SECTION 3. The Northeast shall allow for jurors who do not support the death penalty to serve in death penalty cases.

SECTION 4. The Northeast shall not allow the use of the death penalty for defendants under 18 at the time of the applicable offense and those who are "mentally ill."

SECTION 5. Jurors must find that there is ''conclusive evidence" reaching a ''high level of scientific certainty" linking the defendant to the crime scene, the murder weapon, or the victim's body before a death sentence can be imposed. This evidence may include DNA evidence, footwear impressions, fingerprints, ballistics, and photographs.

SECTION 6. All inmates currently serving on death row shall be eligable for a new trial by jury solely to address the terms of their sentence.  If the prosecution is not able to meet the burden for the death penalty as provided in the Death Penalty Reform Act of 2007, the sentence of death shall be commuted to life in prison without the possibility of parole.

SECTION 7. The use of the lethal injection method of applying the death penalty shall hereby be outlawed in the Northeast effective January 1, 2009.  The sole method of execution in the Northeast thereafter shall be death by carbon monoxide poisoning.

SECTION 8.  Effective Date.  The Death Penalty Reform Act of 2007 shall go into effect immediately upon passage.

Northeast Resolution Honoring FezzyFestoon and Rin-chan

Whereas, FezzyFestoon served the Northeast Region with distinction as Governor from February 2006 to August 2006, and again from December 2006 to September 2007;
Whereas, Rin-chan served the Northeast Region with distinction as Lieutenant Governor from February 2006 to August 2006, and again from March 2007 to September 2007;
Whereas, Governor FezzyFestoon and Lieutenant Governor Rin-chan both claim residence in New Jersey; and
Whereas, the Northeast Regional Assembly sees it fit to honor both Governor Festoon and Lieutenant Governor Rin-chan for their service; therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1.  The section of Interstate 78 wholly inside the state of New Jersey (consisting of 67.83 miles/109.16 kilometers and connecting the Interstate 78 Toll Bridge in Phillipsburg, NJ to the Holland Tunnel in Jersey City, NJ) shall be designated the 'Governor FezzyFestoon Memorial Highway.'

SECTION 2.  The section of Interstate 287 wholly inside the state of New Jersey (consisting of 67.54 miles/108.70 kilometers and connecting the New York state line in Mahwah, NJ to the New Jersey Turnpike/Interstate 95 in Edison, NJ) shall be designated the 'Lieutenant Governor Rin-chan Memorial Highway.'

Proposed by Senator Mr. Moderate of Massachussetts



Campaigning for Invalidation of Votes Initiative

Section 1: Definition of Crime
1. It shall be a crime against the Northeast Region for any Northeast citizen who may be called upon to make a determination as to the validity of a ballot cast in a Northeast election, including but not limited to the voting booth administrator, to instruct or encourage a voter who has already cast his or her ballot to take an action that would have the effect of invalidating the ballot.
2. For the purposes of this statute, Northeast election shall extend to (but is not limitied to) any election for Northeast Governor or Lieutenant Governor, any vote on a Proposition, Initiative, Recall, Regional Constitutional Amendment, or Federal Constitutional Amendment.
3. The instruction or encouragement of a voter shall be interpreted to include any action which indicates the possibility of invalidating a vote to affect a Northeast election.

Section 2: Trial and Punishment
1. Trial of this crime shall be by the Chief Judicial Officer of the Northeast region.
2. The Judge may admit evidence of the crime at his own discretion.
3. Sentencing of the crime shall be by the Judge; He may use any combination of the following as punishment, depending upon the severity of the offense:
         (i) Up to a four month ban from voting in any Northeast elections.
         (ii) Up to a two month ban from holding any office under the Northeast Region.
4. Appeals to a Federal Court shall only be allowed where there is a matter of federal law involved.

Snowmobile Act
1.   It shall hereby be illegal to use a snowmobile in any state park within the Northeast.
2.   Any person using a snowmobile in a state park will be fined a minimum of $1,000 or a maximum of $5,000 per violation.

Public School Vouchers Act
1.   The government of the Northeast shall issue to students in primary and secondary education vouchers for the attendance of public schools other than those in their own school district.
2.   Said vouchers shall be redeemable at any public school in the Northeast within a 10-mile radius of the residence of that student in counties designated as urban, and within a 30-mile radius in counties designated as rural.

Northeast Euthanasia Act of 2007

Section 1: The Right to Die
#The Right to a dignified death when blighted with a terminal illness and great suffering is hereby granted to all those mentally sane residents of the Northeast Region.
#If a person shall opt to invoke this Right, they may seek assistance from medical practitioners to grant them a dignified death.
#In order to invoke this Right, the person must sign a notice containing their wishes and must have the same signed by a public notary.
#This notice, along with the relevant certifications as specified by Section 3, must be lodged with the Northeast Courts of Law to have effect, and such notice shall take effect seven days after it is lodged with the Courts.
#The method of assisting a person to a dignified death is left at the discretion of the person concerned after consultation with a medical practitioner, and may include a medical practitioner administering a lethal dose of a controlled substance to the person.

Section 2: Living Wills
#All mentally sane residents of the Northeast shall have the right to provide instructions for the event that they are blighted with a terminal illness and incapacitated from communicating their wishes.
#These may include instructions for the ending of their life through withdrawal of treatment or direct action.
#In order to provide these instructions, a person must sign a notice stating such instructions, and must have the same signed by a public notary.
#This notice must be lodged with the Northeast Courts of Law to have effect.
#A living will may only be acted if authorisation to is received from a Northeast Court of Law, which shall only issue such an order if they receive all certifications as specified in Section 3.

Section 3: Medical Determinations
#A person shall be deemed to be blighted with a terminal illness if three certified medical practitioners certify the same in writing. At least one of these practitioners shall be a specialist in the field of medicine that relates to the illness suffered from by the person concerned.
#A person shall be deemed to be in great suffering if three certified medical practitioners certify that in their medical judgement the person is in such distress that their quality of life is reduced and that there is no further medical assistance that can be given to substantially improve their quality of life.
#A person shall be deemed to be mentally sane if a certified medical practitioner with specialism in psychiatry shall certify the same in writing.
#A person shall be deemed to be incapacitated from communicating their wishes if three certified medical practitioners shall certify the same in writing.
#None of those performing certification pursuant to this Section may benefit directly or indirectly from the death of the person concerned, except as may occur through the payment for provision of services.

Section 4: Prosecutions

#No medical practitioner acting to assist the person to a dignified death shall be prosecutable unless they have in some way deviated from or ignored the procedures outlined in this statute.
#If any person shall unduly encourage a person to invoke their rights as outlined in Section 1 or Section 2 then they shall have committed a felony, punishable by up to ten years in prison and a fine of up to $1,000,000.
#If a medical practitioner shall deviate from the procedure in this statute, then they shall have their medical license revoked and may be subject to further prosecution in the Courts, punishable by up to a year in jail and a fine of up to $100,000.
#If a medical practitioner shall unduly encourage to invoke their rights as outlined in Section 1 or Section 2 and shall assist in executing these rights, or shall engage in direct action to hasten death without consent, then they shall be guilty of murder.

NOTE: This was originally proposed by then Mideast Governor Peter Bell.

Election Day Act

1.   All Election Days in the Northeast shall be designated as official government holidays.
2.   No employer may fire or otherwise carry out any reprisal against any employee who chooses not to work on an Election Day in the Northeast.
3.   The above shall not apply to Regional or other government employees essential for the running of elections or for other functions as deemed necessary for the day-to-day maintenance of government.

I would like to remind citizens of the Northeast to vote upon the ratification of the End to Districts Amendment. The Voting Booth will be open from now until 5.00pm EST on Thursday December 27.

I would also like to congratulate the Northeast citizens for they're bumper of propositions this month. From memory we had 6 or 8 propositions we voted upon earlier this week. And all but two were signed by the Governor. Thank you very much!

I would also like to wish our citizens a very Merry Christmas and a Happy New Year. And remember to drive safe, especially on the new FezzyFestoon and Rin-chan highway or what ever it's called.

I would just like to inform citizens of the Northeast that the Northeast Propositions for the month of January ballot, will open on January 1, 2008 and will close two weeks later. Then once those two weeks are up we'll vote for the propositions that made it to the ballot. If you have already ideas for propositions, I am sorry you'll have to wait until New Year's Day.

The Legislative record for the Northeast is now updated to the October Propositions signed by our current Governor MAS117. The November and December Propositions that passed and failed will be updated later today. However there is a slight problem. Between the months of June 20, 2006 and March 20 or 26 (or some day in between) it seems that the Northeast didn't have any propositons, MAS or Fezzy could you please clarify this.

I would also like to wish citizens of the Northeast all the best for the coming new year 2008. I am looking forward to it and I am sure you are too. It will be a year for any political buff, but I guess it is every year.

The Northeast Voting Booth on the End to Districts Amendment is now closed. The Northeast has successfully passed this bill with 11 ayes, 2 nays and 5 abstaining. The nationwide result of the ratification of the Amendment will be known in a few days, it's likely to be passed.

The following propositions will appear on the Northeast Propositions for the month of January ballot. You still have 9 days to propose any legislation of your choice. As you know, it does require 3 signatures to appear on this months ballot. Without further delay here's the propositions that will appear on the ballot.

Consumer Menu Information Act

Whereas, The Northeast Region finds increasing levels of diabetes and obesity to be a health crisis;
Whereas, The Northeast Region finds that educating its residents about their food choices is a key part of stemming the tide; and
Whereas, The Northeast Region finds that large chain restaurants, like those who make food available for sale in supermarkets, have a responsibility to make key nutrition information about the products they sell available to consumers; therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1. The Northeast shall require any restaurant with more than three locations operating inside the region to post accurate nutrition information directly on their menus and menu boards. This nutrition information shall include total calories, total grams of fat, total grams of carbohydrate, and total grams of saturated fat of the total portion being sold.

SECTION 2. The Northeast shall require the nutrition information specified in Section 1 to have a font size of at least 75% the size of that used to display the price of the menu item.

SECTION 3. The Northeast shall assess fines of the greater of $1,000 per day or $200 per operating restaurant location per day for restaurants that fail or refuse to comply with the provisions of this act.

SECTION 84Effective Date.  The Consumer Menu Information Act shall go into effect January 1, 2009.

On modification: Correcting the section misnumbering as a "friendly" amendment.

Northeast Region Indoor Smoking Ban

Whereas, The Northeast Region finds cigarette smoke to be a health hazard and general nuisance to nonsmokers; and
Whereas, The Northeast Region finds that areas of public accomodation should be as safe as possible; therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1. The Northeast shall ban the smoking of cigarettes, cigars, clove cigarettes, and marijuana in any and all public places.

SECTION 2. The Northeast shall further ban the smoking of cigarettes, cigars, clove cigarettes, and marijuana within 15 feet of all such places defined in Section 1.

SECTION 3. The Northeast shall further ban the smoking of cigarettes, cigars, and clove cigarettes in motor vehicles where a child under the age of 18 is present.

SECTION 4. Sections 1, 2, and 3 of this act shall not be interpreted to legalize the smoking of any other substance or chemical.

SECTION 5. Exceptions.  The Northeast shall allow the operation of "Cigar Bars" or "Smoking Clubs," wherein the main purpose of the establishment is to sell and enjoy tobacco and/or marijuana. To qualify as a "Cigar Bar" or "Smoking Club," the establishment must derive a minimum of 50% of its gross revenue from the sale of cigarettes or cigars and disallow admittance to minors.

SECTION 6. The Northeast shall enforce the provisions of this act with a fine to the individual smoker of $100 for the first offense, and a fine of $250 for each subsequent violation of the terms of this act.

SECTION 7. An establishment found to be willfully disregarding the provisions of this act in allowing and encouraging smoking in areas defined in Sections 1 and 2 shall also be subject to fines of $250 per smoking offense.

SECTION 8.  Effective Date.  The Northeast Region Indoor Smoking Ban shall go into effect April 1, 2008.

Firstly, I would like to thank the Northeast people, for giving me this opportunity to serve as your Lieutenant Governor for the past five months. I am thankful for serving such people, who gave me my first elective position.

Secondly, I would like to congratulate AndrewCT and Lief on their respective victories in this weekends Northeast Gubernatorial Election. I know that they will do a great job in this positions and hopefully, this will begin their long running careers in Atlasia.

Finally, I'd like to congratulate former Senator Keystone Phil on his victory in this weeks Presidential Election. I wish him and his Vice President, Senator Porce the best of luck in the next four months. I would also like to thank Senator Sensei, for asking me to be his running mate in this Presidential Election. We both learned alot from this campaign but we have also learnt that there is still support for change in the community.
