I'm not sure I understand the opposition to amendment number three.

The point of it is to ensure consistency when the thirty-six months come to a close—people who purchase a hybrid should still need to hold the car for the full twelve (or six, depending on the fate of that amendment) months to qualify.

With regard to amendment number 1, a question to the opposition—If this is not to be a tax break, then how do people actually get the cash?  You can't dole out the cash at the time of purchase, of course, because of the must-hold-the-car-six-months requirement.

Honestly, I have no problem if Amendment 1 fails, I just think the bill needs to do a better job at explaining how people actually get this money.  Because it is a lot of money.

(And if Amendment 1 fails, do keep in mind that since the $6k isn't defined as a tax credit, then the beneficiaries of that money will almost certainly need to pay taxes on it.)

Since 24 hours have passed without debate, I will motion that the Senate bring this legislation to a final vote.

We are now voting on the following legislation:

Fuel Efficiency and Automobile Reimbursement Bill

1. Persons who purchase a hybrid fuel automobile will be eligible for a partial reimbursement to subsidize the cost of purchase.
a.) No automobile that runs solely on gasoline may be eligible for the partial reimbursement.
2. The government will provide a one time federal income tax credit of 25% of the pre-tax price paid for the automobile, up to $6,000.
3. To apply for this reimbursement, the person must own the automobile for a period of at least twelve months.
4. Households earning more than $90,000 annually will not be eligible for the partial reimbursement.
5. Previously existing tax incentives relating to the direct purchase of hybrid automobiles are abolished.
6. Sections 1, 2 and 4 of this act shall expire thirty-six months after this act becomes law.
