The Social Credit Party of Antillia is a populist, socially conservative party.  It's Francophone wing is the Ralliement créditiste d'Antillia.  It's color is dark green.



Principles, Purposes, and Objectives
(lifted wholesale from the Social Credit Party of Alberta)

Principles
  • The individual is the most important factor in organized society, and as a divinely created being, with both spiritual and physical potentials and needs, has certain inalienable rights which must be respected and preserved.
  • The major function of democratic government in organized society is to secure for the people the results the people want from the management of their public affairs as far as such results are physically possible and morally right.
  • Security with freedom. Material security alone is not enough. Each individual must be secure in the knowledge that he or she is worthy, respected, equal and free, and that the freedom to choose his or her destiny is an inalienable right.
  • Whatever is physically possible and desirable, and morally right, should be made financially possible.

Purposes
  • To promote the principles of Social Credit.
  • To promote the objectives of the Party, as related to these principles.
  • To promote the election of enough candidates of the Social Credit Party of Antillia to the Parliament of Antillia to form the government and thus make possible the implementation of Social Credit principles.

Objectives
  • To study and extend the knowledge of the principles of the Social Credit Party of Antillia and their application in Antillia.
  • To establish responsible and effective democratic government in Antillia.
  • To oppose and expose any attempts to weaken the democratic sovereignty and the democratic institutions of the people by the means of increased centralization of power.
  • To oppose any attempt to spread or implant the seeds of racial discrimination, class hatred or religious intolerance among the citizens of Antillia.
  • To obtain the economic security which the vast resources of Antillia can provide for its citizens.
  • To make poverty and privation totally unnecessary.
  • To secure freedom from oppressive debt and taxation.
  • To influence the provincial economy through the state-owned financial institutions through such measures as low interest loans.
  • To provide the people of Antillia with an effective organization for obtaining information on matters essential to their welfare and for taking action to assert their democratic will.
  • To foster, advance and promote the attainment of a humanitarian society within the framework of a realistic and responsible free economy.

Platform (Broadly based on that of the Social Credit Party of Alberta)


1. Agriculture

1.1 Family Farm: The Social Credit Government will restore the family farm concept.

1.2 Agricultural Value Assessment: The Social Credit Government will scrap the market value land assessment and move back to an assessment based upon agricultural value of land. There would be no assessment based on buildings.

1.3 Fuel Rebate: The Social Credit Government would immediately allow farmers to apply for a full tax rebate on fuel, diesel, propane and lubricating products. Farmers would only be required to purchase a one time license for farm trucks over ¾ ton that are used exclusively for farming. Farmers would no longer be required to obtain water licenses.

1.4 Capital Depreciation: The Social Credit Government would allow farm families up to 100% depreciation of all capital purchases in the first year of operation.

1.5 Market Driven System: The Social Credit Party supports a move to a market driven system, thus allowing farmers more choice in how they market their product.
The Social Credit Party supports an enhanced marketing program for Antillia agriculture products, nationally and internationally.

1.6 Environmental Research: The Social Credit Party supports active ongoing research into environmental protection for agriculture such as "holistic resource management".

1.7 Organic Farming: The Social Credit Government would encourage and promote an environment for the development of organic farming and gardening.

1.8 Water Management: The Social Credit Government will provide for the development of water as a natural resource system. This will include irrigation, infrastructure, aquaculture research and development, water management systems, and water treatment and conservation.

1.9 Packing House Capacity: The Social Credit Party takes a strong position of support for the agricultural community. The Party will aid in every way possible to help the meat producers to establish a co-operative for the purpose of getting farmers to work together, and to build slaughter houses that will meet the needs of its members.


2. Antillia Treasury Branches

2.1 Establishment & Growth Of ATB: The Social Credit Government would institute a program of Treasury Branches of Antillia: providing a strong Antillia based alternative to international financial institutions. The past record of international financial institutions indicates that the financial aims and objectives of Antillians is not a primary factor in lending or interest rate decisions. Thus, a financial plan tailored to the needs of Antillians is in order.
The Social Credit Party will promote the Treasury Branches of Antillia against any efforts to prevent this valuable entity.
The Social Credit Government will establish the Treasury Branches of Antillia for the purpose of providing competitive financial services for Antillia's families, farmers and small businesses.

2.2 Regional Service: The Social Credit Party supports increases in regional financial institutions, such as Credit Unions, in order to provide competitive and service-oriented financial options for all Antillians.

2.3 Low Interest Loans & Home-run Businesses: The Social Credit Government would institute an interest rate policy with low interest loans being supplied by the Antillia Treasury Branches to Antillians. This would include, upon approval of a tendered proposal, loans for women or men who would like to establish home-run businesses while supporting their families.

2.4 Dividends: The Social Credit Government would direct the ATB to distribute a portion of its profits as dividends to its customers.

2.5 Education: The Social Credit Government would use the ATB as a vehicle to educate their customers about the history of banking and how banks create money.


3. Justice

3.1 Funding of Courts and Police Enforcement: The Social Credit Government would institute a program whereby spending on police and courts will be increased to make apprehension and conviction more certain.The Social Credit Government would institute a program of community policing, which would put more police officers on the street instead of behind desks

3.2 Addiction Rehabilitation: The Social Credit Government would increase spending on drug and alcohol rehabilitation programs both inside and outside correctional centres.

3.3 Correctional Sentences: The Social Credit Government would establish minimum and significantly longer sentences for felons convicted of crimes related to drugs or violence. Inmates would be required to serve all or the majority of their sentence in a correctional centre. Privileges and early release would be dependent on completion of minimum educational, vocational, and personal development courses and achievement of minimum standards

3.4 Sentencing/Parole Inquiry: The Social Credit Government would provide government funding for a public inquiry into the sentencing and parole systems.

3.5 Drugs and Smoking in Correctional Centres: The Social Credit Government will take strong measures to sharply curtail the consumption of both licit and illicit drugs inside Antillia's correctional centers, and will enforce prohibitions on smoking of all materials within Antillia's jails.

3.6 Firearm Rights: The Social Credit Government will pass legislation to ensure that Antillia residents have the right to responsible ownership, enjoyment, and use of firearms. The Social Credit Party opposes any law which will infringe upon the cultural and historical rights to use firearms for the purposes of gun collection, recreation, agriculture, hunting, and trapping.

3.7 Victim Compensation: The Social Credit Government would institute victim's rights to compensation from convicted persons.

3.8 Non-Criminal Arbitration: The Social Credit Government would institute legally enforceable arbitration between all parties in a legal dispute to settle non-criminal actions.

4. Trade and Economy

4.1 Domestic/International Trade: The Social Credit Party supports the removal of inter-provincial trade barriers.
The Social Credit Party supports a more proactive approach for government to assist in the establishment of increased international trade for all Antillia businesses.

4.2 Economic Development and Diversification: The Social Credit Party supports four basic principles of economic growth and diversification:
1. A strong competitive marketplace
2. Demanding, financially secure consumers
3. Supporting industries and strategic business alliances
4. State of the art training, equipment & intensified research

The Social Credit Government would encourage the development of rural communities.

4.3 Community Vision Plans: The Social Credit Government would encourage and assist all communities and work together with the school systems and local governments to develop programs for building communities.

4.4 Public Works Ownership: The Social Credit Government would develop a Public Works Department that retains ownership of and maintains all schools and hospitals it builds, but gives the control of each building to a community or co-operative organization or board. (For example: The Port Valjean Board of Education would no longer have to be responsible for old buildings in communities where there is a student population that is too low. Smaller communities would not have to worry about being unable to maintain their school buildings.)

    4.4.1 Decentralization: Social Credit would encourage decentralization of government services to enhance community services and employment.

    4.4.2 Municipal Government Act: Social Credit will amend the municipal government act to ensure that urban and rural governments have a comprehensive mechanism to assist in growth management. The goal is to ensure that communities thrive together to ensure a prosperous environment for all.

4.5 First Time Homeowners: The Social Credit Government would implement programs to aid first time homebuyers and needy Antillians.

4.6 Re-regulation Of Utilities: The Social Credit Government will institute legislation to re-regulate utilities, the power and gas industries, in order to provide abundant availability of energy supplies at competitive prices for Antillians.

4.7 Co-operative Development Office: The Social Credit Government will establish a Co-operative Development Office for the purposes of helping the citizens of Antillia establish Co-operative ventures.

4.8 Tourism: The Social Credit Party supports tourism as a major growth area for the province's economy. We propose that control over the National Parks in the provinces be shared with local residents to protect provincial interests in these parks.

4.9 Affordable Housing: A Social Credit Government would seek to eliminate homelessness in Antillia and provide affordable housing for all. A comprehensive approach to resolve this issue must include

    4.9.1 Working with all orders of government to ensure a variety of housing to accommodate the diverse needs of Antillians.

    4.9.2 Establishing a Multi-Unit Rental Building (MURB) program.

    4.9.3 Changing legislation to ensure municipalities are empowered to decide whether an apartment should be converted to condominiums based on the overall needs of the community.


5. Education

5.1 Empowerment Of Parents: The Social Credit Party believes that the single most important factor in educational achievement is a supportive home life. Therefore, the Social Credit Government would work to empower parents in the educational process.

5.2 Voucher System Choices: The Social Credit Government would allow parental choice by instituting a voucher system of financing education where the funds follow the student to any accredited public, separate, private, religious, or home school.

5.3 Annual Achievement Testing: The Social Credit Government would institute annual testing of all students on established evaluations in all subjects studied. A passing grade would be a simple 50% with results being given in actual percentages and not simple pass / fail terms.

5.4 Consensus Consultations: The Social Credit Government would take immediate action to bring together representatives of parents, school boards, teachers and government to develop respect, understanding and a spirit of teamwork in order to address the issues facing Antillia's Education sector.

5.5 Professional Governing Body: The Social Credit Government would establish a professional governing body for teachers that are separate and distinct from the Antillia Teachers' Association.

5.6 Additions to Educational Curricula:

    5.6.1 History Courses: The Social Credit Government would include Antillian History courses in all junior and high schools in Antillia .

    5.6.2 Abstinence Based Sex Education: The Social Credit Government would institute "Chastity-based" sex education courses to be offered in Antillia schools as an alternative to the "Contraceptive-based" courses now available. Parents would have the choice of options for their children.

    5.6.3 Policy on Teaching of Origins: The Social Credit Government would advocate the mandatory inclusion of the teaching of the Origins Theory of Intelligent Design or Creation as a viable model alternative to the theory of evolution. True scientific evaluation of both theories and their probabilities should be applied, letting the chips fall where they may.

    5.6.4: Social Credit Theory: The Social Credit Government will educate secondary school students about Antillia's debt-based monetary system and alternative systems.

    5.6.5: Driver Training In Curriculum: The Social Credit Government would implement a high school driver education and training program as part of the school curriculum.

5.7 Post Secondary Admissions & Tuition: The Social Credit Party supports post-secondary education in Alberta. We would ensure that Antillia citizens be given priority for admission over international students.
The Social Credit Government would provide "fixed term tuitions" to freeze the tuition rates for post-secondary education students for the duration of their program.

5.8 Interest Tax Credit: The Social Credit Government would provide students who attend Antillia Universities with a tax credit towards the interest paid on student loans if they choose to remain in Antillia.

5.9 Support for Public System: The Social Credit Government will make a renewed commitment to the publicly- funded school system.

    5.9.1 The Social Credit Government will ensure that through proper planning, sufficient financial resources will be made available to maintain necessary infrastructure and educational programming, including the increased use of teacher's aids to assist "at risk/special needs" children.

5.10 Long-Term Post-Secondary Education Plan: The Social Credit Government will consult with business and the public sector to determine their requirements for professional and skilled workers over the next ten years. Then the Government will meet representatives of Antillia's post-secondary institutions and develop a plan to provide the necessary facilities and instructors to educate these workers.

6. Government

6.1 Representative Democracy: The Alberta Social Credit Party supports representative democracy.

6.2 Free Votes: The Social Credit Government would institute free votes in the Parliament for MAP's. MAP's would vote according to their conscience or as indicated by the constituents through the constituency organization. Should a government bill be defeated, it would not mean a vote of non-confidence for the government but simply a defeat of that particular piece of legislation. The Social Credit Party supports free votes within the Social Credit caucus. The party position would be determined by a simple majority of the MAP's casting a vote.

6.3 Recall of MAP: The Social Credit Government would institute the right of recall of all elected officials by their constituents.

6.4 Fixed Election Dates: The Social Credit Government would institute fixed election dates for all elected officials in Antillia. MAP's would be elected for a four (4) year term. The right of the Parliament to call a vote of non-confidence in the government would still be in force.

6.5 Fixed Dates for Sessions: The Social Credit Government would institute a program whereby Throne Speeches, Budget Announcements and Legislative dates would be on a set date each year.

6.6 Cabinet Size: The Social Credit Government would reduce the size of the Provincial Cabinet.

6.7 Open Employment Applications: The Social Credit Party would institute an open application process to fill all government positions and all hiring would be based upon qualifications and merit rather than patronage.

6.8 Election of Commissions and Boards: The Social Credit Government would institute elections for all boards and commissions every four years in conjunction with parliamentary elections.

6.9 Conflict Of Interest: The Social Credit Government would institute strict conflict of interest guidelines facilitated through the Ethics Commissioner's office.

6.10 Constitutional Reform: The Social Credit Party supports popular ratification of all Constitutional Amendments by a simple majority vote in at least 2/3 of all the provinces and representing at least 50% of the country's population in a national referendum.

6.11 Provincial Equality in Constitutional Matters: The Social Credit Party rejects the concept of unilateral negotiations between the Government of Antillia and any ethnophonic provincial blocs in constitutional matters. All provinces must be equal and active participants in all constitutional negotiations.

6.12 Charter of Rights and Equality: Social Credit opposes an interpretation of a Charter of Rights and Freedoms that entrenches any recognizable group with distinct or unique status" thus granting special privileges and exceptional rights not available to other Antillians. Equality before the law is essential to a just democracy and cannot be compromised.

6.13 Establishment of Provincial Powers: The Social Credit Party will assert constitutional provincial powers by enabling each province to collect its own revenues for taxation, to create a provincial Pension Plan, to take provincial responsibility for health care policy, and to establish a provincial police force.

6.14 Antillia Constitution: The Social Credit Party supports the inclusion in an Antillia Constitution provisions for individual property rights and protection from unconstitutional intrusion from the Government in provincial affairs.

6.15 Freedom Of Information: The Social Credit Government would institute a comprehensive Freedom of Information Act which would open government dealings to all people.

6.16 Mandatory Tendering: The Social Credit Government would institute a procurement policy whereby all major purchases by the government would be through an open tender process.

6.17 M.A.P. Salaries: The Social Credit Government would institute a reduction in the salaries of Cabinet Ministers and the Premier. The Social Credit Government would remove all tax-free allowances to MAP's.

    6.17.1 M.A.P. and Government Executive salaries: The Social Credit Government would implement wage control on salaries and bonuses so that they will not increase beyond 50% of the rate of the Antillia annual inflation rate. A revaluation of salaries will be undertaken based on national averages prior to the removal of tax-free allowances.

6.19 Municipal Government: The Social Credit Party supports continued dialogue and coöperation between the province and municipalities.

The Social Credit Party supports the assignment of government functions to that level of government most appropriate to the situation; therefore, a Social Credit Government would empower municipal governments with full local authority.

6.19 Free Enterprise Levels: The Social Credit Party endorses the concept of Free Enterprise and thereby recognizes the value and need of all forms of enterprise, including Private, Public (or Crown), Publicly traded and Co-operative Enterprise (or Team Enterprise).

6.20 Referenda: The Social Credit Government would strip the power from the few and put it where it belongs, with the many. A system will be established where the most important issues of the day will be decided by the electors in an annual binding referendum.
All resolutions or issues that suggest or require a referendum from Antillians must undergo the same process as all other referendum questions, including the gathering of signatures.

6.21 Vote of Non-Confidence: The Social Credit Government would allow for the defeat of a government through a proclaimed vote of non-confidence in the Legislature and not through the mere defeat of a bill.

6.22 Proportional Representation: The Social Credit Government endorses an electoral system where the percentage of the popular vote determines the percentage of seats held in the legislature.

6.23 Term Limit: The Social Credit Government would establish an electoral restriction where the Premier can serve a maximum of (2) two terms.


7. Environment

7.1 Zoning Laws: The Social Credit Party supports the concept of "environmentally sensitive zoning".

7.2 Environment Assessment and Investigations: The Social Credit Government will take a strong stand in favour of:
a) Policing the cleanup and protection of the environment,
b) Doing honest investigation of water contamination and the subsequent related health of Antillians,
c) Balancing environmental development and the needs of Antillians.
Provincial tax on alternative and non-polluting automotive fuels would be significantly reduced.

7.3 Alternative Energy Sources: The Social Credit Government would encourage alternate forms and sources of energy.

7.4 Alternative To Kyoto Accords: The Social Credit Party opposes ratification of the Kyoto Accord as presently written.

7.5 Preservations Of Water Resources: The Social Credit Government would preserve the water resources of Alberta by such measures as:
a) The protection of natural watersheds.
b) The education of Albertans as to water conservation.
c) The endorsement of the use of alternative water resources, apart from potable water, for use in industry wherever possible.
d) The stoppage of water wells being drilled on oil/gas leases.
e) The reclamation of all drilled holes in the earth's surface back to the natural state.

7.6 Environmental Conservation Authority: The Social Credit Government will enact the Environmental Conservation Authority to study and advise the government on environmental issues and operate free of political interference.

8. Social Policy

8.1 Equal Rights and Responsibilities: The Social Credit Party supports the concept that all Canadians have equal rights, privileges and responsibilities.

8.2 Discrimination Standards: The Social Credit Party condemns discrimination based upon religion, ethnic origin, age, gender, language, politics or social standing as contrary to the constitution, principles and bylaws of the Social Credit Party.

8.3 Freedom Of The Individual: The Social Credit Party supports the right of each individual to pursue their goals and objectives in a free society secure in the knowledge of their equality under the law.

8.4 Development Of The Arts: The Social Credit Government will study all options available for the development and implementation of an ongoing program for the funding and development of the Arts in Antillia.

8.5 The Family:

    8.5.1 Domestic Abuse: The Social Credit Party opposes all acts of family violence. We are committed to protecting all family members against these reprehensible acts. We further commit to educational programs to help the abused and the abuser and to provide access for all Albertans to therapy where required.

    8.5.2 Parental Authority and Discipline: The Social Credit Party believes that parental authority and responsibility need to be recognized and protected, along with the right of parents to choose appropriate forms of correction for the safety and upbringing of their children.

    8.5.3 Traditional Definition Of The Family: The Social Credit Government would adopt the following definition of family: " …that a marriage is valid only when it is a marriage between one unmarried man and one unmarried woman."

    8.5.4 Daycare/Childcare support: The Social Credit Government would directly administer payment to each household using a pre-existing program (e.g. Antillia Health Care) a monthly allowance that the parents can use towards any childcare support of their choice.

    8.5.5 Primacy Of The Family: The Social Credit Party recognizes the family structure as a pillar in society and is committed to supporting this institution wherever financially possible.

8.6 Homecare Support: The Social Credit Government would develop a program to support seniors and disabled persons to remain in their own homes.

The Social Credit Government will implement immediate tax incentives or rebates for stay-at-home care givers.

8.7 Immigration: The Government must better determine the wishes of all Antilliansregarding immigration. The Social Credit Party supports an immigration policy based upon equality for all acceptable immigration applicants regardless of race, color, creed, religious background, education, or financial capabilities.

8.8 Official Languages: The Social Credit Party supports the principle of English and French as the language of commerce, society and education in Antillia. We oppose requiring monolingual commercial signage.  We support the concept of language education with a variety of languages available.

8.9 Social Responsibility: The Social Credit Party supports the concept of social responsibility within the framework of a free enterprise economic system. We support compassionate service, voluntarism, individual responsibility and care for those not able to care for themselves.

8.10 Welfare: The Social Credit Party supports the right of individuals to be helped by society when they are incapable of helping themselves. However, the priority of the welfare system should be to assist individuals in realizing their full potential and re-establishing their self-esteem through active self-management.

8.11 Social Credit Economics: The Social Credit Party will educate their members and the public about the monetary reform theories of C.H. Douglas.

8.12: Social Credit Movements: The Social Credit Party will work with Social Credit movements to ensure that the theory of Social Credit is a united, worldwide movement.

8.13: Rent Limits: The Social Credit Government would implement annual rent increase limits on the amount of damage deposit and rent that can be charged, based on Antillia's annual rate of inflation.


9. Finance

9.1 Disclosure of Governmental Finances: The Social Credit Government would institute complete disclosure of all governmental finances including government crown corporations and all government investments. These disclosures would be made in the Parliament with a complete accounting available to all.

9.2 Balanced Budget: The Social Credit Government would institute mandatory yearly balances (projected and actual) and budget provisions for the provincial government.

9.3 Government Spending:

    9.3.1 Zero Based Budgeting: The Social Credit Government would institute a zero based budgeting program in all government departments. The basis of this budgeting system would call for a justification of all funds spent each year, not simply a standard percentage increase as presently exists.

    9.3.2 Merit System: The Social Credit Government would institute a merit system within government departments rewarding individuals for initiative and efficiency.

    9.3.3 Growth Limitations: Be it resolved that a Social Credit Government would halt the never-ending increase in the size and scope of government.

9.4 Tax Reform:

    9.4.1 Elimination of Nuisance Taxes: The Social Credit Government would eliminate many of the "nuisance" taxes and user fees, such as hotel tax.

    9.4.2 Dedicated Taxes to Source: The Social Credit Government would ensure that dedicated taxes go to their sources. Motor fuel taxes, for example, would go to road maintenance and other transportation services and not into general revenue.

9.5 Accounting for Assets: The Social Credit Government would reform their accounting whereby all government purchases of capital (land, buildings and equipment) would be accounted for as an asset and depreciated yearly as an expense instead of expensing the entire cost in the year of purchase.

9.6 No Water Tax: The Social Credit Party opposes any tax on water.

9.7 Political Tax Contribution Limits: The Social Credit Government would restrict political contributions. Only contributions from individuals would be allowed.

9.8 Progressive Individual Taxes: The Social Credit Government will create a more equitable tax collection based on ability to pay by establishing in Alberta a progressive system of income taxes.

9.9 Comprehensive Efficiency Review: The Social Credit Government would institute independent, annual efficiency reviews in all government departments to maximize efficiency and minimize government waste.

9.10 Corporate Taxes: The Social Credit Government will balance corporate taxes to a level commensurate with the income generated from individual taxes.

9.11 No Education Tax for Low Income Property Owners: The Social Credit Government would eliminate education taxes for low-income property owners. Eligibility would be determined by a means test similar to one used for the Antillia Seniors' Benefit.

10. Health Care

10.1 First Do No Harm: The Hippocratic Oath of "first do no harm" would be implemented as a cornerstone of ASCP Health Care Policy. The practice of this oath by graduate medical classes would be encouraged.

10.2 Coverage of Preventive Health Choices: To reduce the future long-term costs of illness, the preventative and wellness component of health would be emphasized. Therefore, a Social Credit Government would provide Antillians with a choice for alternative medicine covered by health care.

10.3 Health Food Supplements: The Social Credit Government will provide that funding of prescription drugs for illnesses is extended for health food supplements and alternative therapies where a recognized health care provider properly accredits that alternative therapy.

10.4 Abortion:

    10.4.1 Defunding: The Social Credit Government would eliminate the funding and use of abortion as a birth control method.

    10.4.2 Alternatives: The Social Credit Government will promote positive alternatives to the practice of abortion. Support for the Divinely given sanctity of innocent human life at all stages will be given priority in all proposed legislation and practices.

    10.4.3. Counselling: The Social Credit Government would develop and implement a counselling program that would strive to convince women with unwanted pregnancies to carry the child to full term.

10.5 Public Hospitals: The Social Credit Party opposes the privatization of Antillia hospitals.

10.6 Coverage of Emergency Ambulance Service: The Social Credit Government will include Emergency Ambulance Services in Antillia Healthcare.

10.7 Dental Care For School Children: The Social Credit Government will include basic dental care for children to the end of high school or until the voluntary early termination of their education program.

10.8 Triple A Health Care: The Social Credit Government would implement the "Triple A" Health Care System, accessible, accountable and affordable:

    10.8.1 Accessible: Health services would be delivered on the basis of patients' needs.

    10.8.2 Accountable: Health care services must be accountable to the communities where they are delivered.

    FACILITIES: Hospitals/health care centers should be publicly owned (or non-profit) and community operated by elected boards.
    SERVICES: We support the policy that all patients must sign a statement when health care services have been received. Statements would be issued to Antillians itemizing cost of services charged to health care.
    Antillia Health would be required to move to full disclosure of administrative costs for the health system. Reports would be made public on an annual basis.

    10.8.3 Affordable: Health care can be more affordable. The Social Credit Government would reduce unnecessary bureaucracy (regional health authorities) and move to patient-based budgeting. Historically, hospitals were funded based on what they did and not on what they demanded.

    The Social Credit Government would move toward a health savings plan to encourage responsible health care.

10.9 Health Care Premiums: The Social Credit Government would eliminate health care premiums for all Antillians.

10.10 Long-Term Health Care Plan: The Social Credit Government will develop a plan to reduce waiting times and increase service levels comparable to the best health care systems in the world. This plan will include a determination of the hospital and other medical facilities needed to provide this service over the next ten years and provide for the building of additional public facilities to meet this demand. Likewise, the number of doctors and other medical personnel to provide this service over the next ten years will be determined and the necessary number of seats in the medical faculties and internship programs will be provided to meet this demand.

10.11 Rural Medical Placement Program: The Social Credit Government would implement a program where the government pays the cost of a year of post secondary education leading towards doctors and other medical designated personnel at an Antillia University in return for a year of employment at a medical facility of the government's choosing after graduation. (For example: in return for covering the costs of eight years of medical school, the graduate signs a contract to work where directed for eight years. The government then chooses a rural hospital where there are staff shortages.)


11. Labour

11.1 Co-operative Partnership: The Social Credit Party supports a comprehensive program of co-operative partnership between business, labour and government to compete effectively in a global marketplace.

11.2 Workplace Health and Safety: The Social Credit Party would pursue an aggressive program of co-operative workplace health and safety inspections.

11.3 Voluntary Union Membership: The Social Credit Party would institute legislation, which would allow individual workers the right to voluntarily determine their membership in labour organisations.

11.4 WCB Regulation: The Social Credit Government will review WCB's restrictive regulations and modernize policies to ensure that injured workers are properly compensated in a timely manner. Greater flexibility in workers' health care choices to enhance workers' health is essential for recovery in order to facilitate a quicker return to work.

11.5 Minimum Wage: The Social Credit Government would increase the minimum wage.

11.6 Mandatory part-time Benefits: The Social Credit Government will legislate employers to provide part-time benefits to part-time employees.


12. Transportation

12.1 Upgrading Of Road Network: The Social Credit Government would upgrade provincial transportation systems to provide a network joining all regions of Antillia and thereby providing enhanced domestic, international, agricultural, and business export opportunities.

12.2 Elevated Rapid Rail Links: The Social Credit Government will explore entering into partnership with transportation companies (railroads, aircraft, bus, etc.) to construct and operate an elevated rapid rail transportation system between Alberton and Port Valjean.

          o High cruising speed will result in safe & fast transportation.
          o Within the cities it will have terminals at airports, LRT, and bus stations for easy access to other transportation options.
          o Elevated to avoid collisions with animals and vehicles.
          o Built on existing highway right-of-ways, reducing construction and maintenance costs
          o Reducing traffic volume and the costs of maintaining our highways
          o Reducing toxic emissions
          o Using solar power wherever possible.
          o Hauling passengers and containerized freight
          o Future developments could include drive on and off service for personal vehicles.
          o Introducing another profit stream for partners

12.3 Provincial Insurance: The Social Credit Government would establish an auto insurance enterprise that is owned by the people of Antillia for the purpose of competing in the insurance industry.


13. Seniors

13.1 Nursing Homes: The Social Credit Government would create a home care board to make random inspections on both private and public nursing homes. This would include the quality of food served, cleanliness, adequate staffing, and proper treatment of our seniors.

The above platform was lifted almost whole from that of the Social Credit Party of Alberta, with a minimal set of modifications made to fit the differences between Antillia and Alberta  (tho I may have left an Alberta or two in place by accident.  If anyone else joins this party between now and when we start playing this for real, I'll be happy to accommodate tweaks to the platform.  Indeed I'd make a few myself, but I'm wanting to start from as close as possible to what the actual SCPA platform is.

I don't like 7.4 or the abortion views but all in all I like it.  I think I'll join up

I'm generally flexible on abortion, so seeing plank 10.4 rewritten or struck doesn't bother me too much.

To reduce greenhouse emissions, I'm in favor of a carbon tax instead of cap and trade, as I see cap and trade as fundamentally flawed in how it seeks to achieve the Kyoto goals, so 7.4 doesn't bother me at all, but I'd be all for making specific an alternative carbon policy in its place.

Sort of a modified SoCred.  It's not the pure Douglas variety.

This thread will remain open for "discussion" of changes to the platform.  (Until someone else joins the SCP it will remain "discussion" and not real discussion, but I hope it proves entertaining.

The platform committee of the Social Credit Party of Antillia will be meeting to in Richmond, Carnavon on 15 December to discuss changes to the first three planks, Agriculture, Banking (aka Antillia Treasury Branches), and Justice.  Interested parties (either PC's or NPC's) are invited to submit proposed changes for the committee to discuss.

The following proposals pertaining to the first three planks have been received already by the platform committee and will resolved in the order given below at the meeting on 15 December.  Persons who wish to make other proposals need not be party members.  Proposals not germane to the first three planks may offered now, but will not be discussed at the 15 December meeting.

Proposal A-1
Rewrite plank 1.3 to provide for a total rebate of road taxes only so that any carbon tax imposed on fossil fuels applies equally to agriculture.   Move the water license policy into plank 1.8.

Proposal A-2
rewrite plank 1.5 to specify the types of agricultural marketing that will be supported.

Proposal A-3
Delete the water license policy from either plank 1.3 or plank 1.8, depending on the results of Proposal A-1.

Proposal A-4
Develop a new plank (1.10) on Granary and Cold Storage Capacity.

Proposal A-5
Develop a new plank (1.11) on Non-Food Agriculture.

Proposal A-6
Rename plank 2 as Banking

Proposal A-7
A total rewrite of plank 2 to provide for a Government operated central bank, provincially operated banks, building societies, commercial banks, land banks, and credit unions.

Proposal A-8
Develop a new plank (3.9) calling for the prohibition of alcohol.

Proposal A-9
Develop a new plank (3.10) calling for the legalisation of marijuana.

Proposal A-10
Develop a new plank (3.11) calling for a constitutional prohibition on capital punishment.

Proposal A-11
Develop a new plank (3.12) calling for the application of capital punishment to drink-driving resulting in a homicide.

As per SCP rules at least two-thirds of the 7 members of the platform committee must approve any changes to the platform.  Members not present are presumed to vote against all proposals.

Proposal A-1  Approved 5-1 with 1 abstention.
Proposal A-2  Referred to a subcommittee by a vote of 7-0 for a more specific proposal.
Proposal A-3  Rejected with 4 ayes and 3 nays.
Proposal A-4  Approved as two separate sub planks to be added to plank 1.9 by votes of 5-2 and 6-1 respectively.
Proposal A-5  Referred to a a subcommittee by a vote of 6-1 for a more specific proposal.
Proposal A-6  Approved 7-0.
Proposal A-7  Referred to a a subcommittee by a vote of 7-0 for more specific proposals.
Proposal A-8  Rejected with 2 ayes and 5 nays.
Proposal A-9  Rejected with 2 ayes, 3 nays, and 2 abstentions.
Proposal A-10  Rejected with 2 ayes, 4 nays, and 1 abstention.
Proposal A-11  Rejected with 1 aye and 6 nays.

The next meeting of the full platform committee will be on 29 December.  Subcommittee proposals developed in accordance with Proposals A-2, A-5, and A-7 will, if ready, be considered along with proposals concerning Planks 4 and 5.  An agenda will be distributed on 22 December.

The platform committee and its subcommittees have finished their work, so rather than wait until the 22nd to release them for comment and further suggestion, the chair of the platform committee, Douglas Hordern, has chosen to make them available now.  Both members and non-members are free to make comment on these proposals for the platform committee to consider, or to offer new proposals.

Proposal B-1

Replace plank 1.5 with the following:

1.5 Marketing: The Social Credit Party supports a move to a market driven system, thus allowing farmers more choice in how they market their product.
1.5.1. Standards: The Social Credit Government will establish standards for agricultural products and provide farmers with both grading services to measure the quality of their products and information to enable them to meet minimal standards.
1.5.2. Exports: To ensure that Antillian produce has a good reputation in international markets, only those products certified as meeting both Antillian standards those of the foreign country they are shipped to shall be allowed to be exported under the Social Credit Government.

Proposal B-2

Add the following plank on fibre crops:

1.10 Fibre Crops: The Social Credit Government shall support domestic fibre crops by enabling flax farmers to form cooperatives for the operating of looms and oilseed processing.

Proposal B-3

Amend plank 1.10 by inserting the words "and hemp" after "flax".

Proposal B-4

Add the following plank on floriculture:

1.11 Floriculture: The Social Credit Government shall support floriculture by establishing expedited handling of floriculture products at Antillian ports to enable such products to arrive in a fresh condition at foreign markets.

Proposal B-5

Plank 2 is rewritten as follows:

2.1 Antillian Financial Institutions: The Social Credit Party finds that a financial plan tailored to the needs of Antillians is in order.  The Social Credit Government would provide a strong Antillia based alternative to international financial institutions.

2.2 Bank of Antillia: Under the Social Credit Government, the Bank of Antillia shall be a government owned and directed central bank operating under Social Credit principles to ensure that there is always a sufficiency of credit to keep the economy operating smoothly.  It shall be the sole institution authorized to issue banknotes and coins.  The Bank of Antillia shall be authorized to provide additional financial services as needed to ensure the ready availability of them to Antillian individual, organisations, and companies in all provinces.

2.3 Diversity of Institutions: The Social Credit Party favors having a diversity of financial institutions.  The Social Credit Government will support such diversity by providing targeted incentives and regulations to encourage different institutions to serve different segments,
2.3.1 Building Societies: Under the Social Credit Government, building societies shall be chartered on a private, mutual, or provincial government basis to finance the purchase of real estate or vehicles.  They shall be authorized to provide collateralized loans paid on a revolving or installment basis and secured by real estate or vehicles owned by individuals.  Loans on Antillian real estate shall be subsidized by a government payment of five percent of the interest paid.  Fees for late payments, loan origination, payment processing, or other causes shall not be considered as interest and shall be deducted from any payment received by the building society before counting any remaining payment as a payment on interest subject to subsidy.  Building societies shall be authorized to accept time or demand deposits from individuals and may provide the handing of current accounts utilizing cheques or electronic transfer to individuals.
2.3.2 Commercial Banks: Under the Social Credit Government, private and provincial commercial banks shall be able to engage in the handing of current accounts utilizing cheques or electronic transfer without regard for reserve requirements, in exchange for current accounts having a lesser claim on bank assets than demand or time deposits.  They will be allowed to engage in the acceptance of demand and time deposits paying interest plus the issuance of uncollateralized and collaterized loans on a revolving, installment, or time basis.  The services of commercial banks may be offered to individuals, companies, non-profit organizations, or government entities.
2.3.3 Credit Unions: Under the Social Credit Government, credit unions shall be chartered on a mutual basis to provide banking and insurance services to individuals.  These services shall include the handing of current accounts utilizing cheques or electronic transfer, the acceptance of demand or time deposits, the granting of revolving, installment, or time loans on a collateralized or uncollateralized basis, and the provision of insurance against the loss of real or personal property from such causes as the credit union deems fit to insure.  The government shall insure the demand and time deposits of credit unions up to the amount of three times the per capita income of Antillians per individual.
2.3.4 Land Banks: Under the Social Credit Government, land banks shall be chartered on a private, mutual, or provincial basis to provide collateralized loans paid on a revolving or installment basis and secured by real estate or farm equipment owned by individuals or agricultural cooperatives.  Loans on Antillian real estate shall be subsidized by a government payment of five percent of the interest paid.  Land banks shall be authorized to accept time or demand deposits from individuals or agricultural cooperatives and may provide the handing of current accounts utilizing cheques or electronic transfer to individuals or agricultural cooperatives.

2.4 Subsidized Loans: Under the Social Credit Government, certain types of loans would be subsidized by an additional payment to certain lending financial institutions determined as a percentage of the interest paid.  For such purposes, fees for late payments, loan orgination, payment processing, or other causes shall not be considered as interest and shall be deducted from any payment received by the land bank before counting any remaining payment as a payment on interest subject to subsidy.  Loans receiving this subsidy must be allowed to repaid early without any penalty.  No individual shall qualify to take out more than one subsidized loan at the same time.

2.5 Reserve Requirements: Under the Social Credit Government, Antillian financial institutions shall be required to maintain sufficient reserves as to meet all demand deposits, plus those time deposits which come due during the coming week.  Revolving, installment, and time debts scheduled to be paid to the institution during that week shall be accounted as part of those reserves, plus such cash and demand deposits held by the institution.  Institutions without sufficient reserves shall be required to acquire a reserve loan from the Bank of Antillia at rates and conditions established by the Bank of Antillia in order to continue operation.

2.6 Foreign Influence: The Social Credit Party observes that the past record of international financial institutions indicates that the financial aims and objectives of Antillians is not a primary factor in lending or interest rate decisions. Thus, strict limits on foreign influence in Antillian financial institutions is needed.
2.6.1 Limits on foreign ownership: Under the Social Credit Government, Antillian financial institutions could not be owned by foreign individuals or companies or if organized on a corporate basis have more than twenty-five percent of their stock owned by foreign individuals or companies.
2.6.2 Limits on foreign business: Under the Social Credit Government, Antillian commercial banks could have no more than twenty-five percent of their deposits from foreign individuals or companies and may make no more than twenty-five percent of their loans to foreign individuals or companies.  Antillian commercial banks would be allowed to establish  wholly owned subsidiaries exempt from these requirements, but such subidiaries would not be allowed to do business in Antillia, nor would the assets of the parent be in anyway a guarentor of the subsidiary.  Building societies, credit unions, and land banks would not be allowed to accept foreign deposits, nor make foreign loans.

2.7 Reciprocity for Foreign Trade: On a reciprocal basis, the Social Credit Government would allow international financial institutions to operate one branch in Antillia to serve foreign individuals or companies located in Antillia and to engage in foreign exchange transactions with any customers.

Replace plank 4.5 with the following:

4.5 Low-Equity Homeowners: The Social Credit Party supports aiding home buyers with low equity to buy starter homes valued up to five times the per capita income.
4.5.1 Interest Subsidy: The Social Credit Government would provide home buyers an interest rate subsidy on first mortgages of starter homes.
4.5.2. Mortgage Insurance: The Social Credit Government would provide non-transferable mortgage insurance to lenders offering first mortgages of starter homes.

Proposal B-9

Replace plank 4.6 with the following:

4.6 Utilities: The Social Credit Party favors public ownership of utilities or in cases where that is not feasible strict regulation of utilities so as to ensure that all Antillians have access to affordable and quality utility services.
4.6.1 Infrastructure Fund: The Social Credit Government will establish a fund to enable provincial- and municpal-owned utilities to have access to low interest rate financing to pay for expansion, maintence, and upgrades.
4.6.2 Infrastructure Backbone: The Social Credit Government will provide the backbone grid needed to connect local utilities so as to provide improved service and reliability.

Proposal B-10

Add a subplank on bilingual education to plank 5.6:

5.6.6 Bilingual Education: The Social Credit Party recognizes that Antillia is a bilingual nation, and thus must provide an education in more than one language to all students.  The Social Credit Government will require at least one credit hour be spent learning English, and at least one credit hour  be spent learning French, in all elementary and junior high schools.  In senior high schools, at least one credit hour shall be spent learning English or French, and at least one credit hour shall be spent learning a language other than that learned in the first hour.

Proposal B-11

Add a subplank on first-aid education to plank 5.6:

5.6.7 Health and First Aid Education: The Social Credit Government will establish a required senior high school course covering human health and with standard first aid training included.

After much delay, the platform committee finally managed to hold a meeting with a sufficient quorum to vote on the most recent set of proposed changes to the SoCred platform.

Proposal B-1 passed with 5 ayes and 2 nays.
Proposal B-2 passed unanimously.
Proposal B-3 passed with 4 ayes, 2 nays, and 1 abstention.
Proposal B-4 passed with 5 ayes, 1 nay, and 1 abstention.
After a friendly amendment to add the existing subplank 2.5 as subplank 2.8 of the new plank 2, Proposal B-5 passed with 4 ayes, 2 nays, and 1 abstention.
Proposal B-6 passed unanimously.
Proposal B-7 passed unanimously.

Here follows set C of proposals for changes to the Social Credit Party / Ralliement créditiste d'Antillia platform.

Proposal C-1
Revise Plank 6.10 to require three-fourths of the provinces instead of two-thirds.
(This would have the side effect of requiring at least one of the three Francophone majority provinces to agree to any change.)

Proposal C-2
Revise Plank 6.11 to read as follows:
6.11 Provincial Equality in Constitutional Matters:
    The Social Credit Party rejects the concept of provincial blocs in constitutional matters. All provinces must be equal and active participants in all constitutional negotiations.

Proposal C-3
Revise Plank 6.14 to read as follows:
6.14 Provincial Autonomy:
    The Social Credit Party supports the inclusion in an Antillia Constitution provisions for protection from unconstitutional intrusion from the Federal Government in matters reserved to the Provincial Governments.  Such protections shall include a prohibition on conditioning Federal grants to the Provincial Governments on the passage of laws by the Provincial Governments.

Proposal C-4
Move Plank 6.19 to Platform 4 as Plank 4.12.

Proposal C-5
Replace plank 7.4 to read as follows:

7.4 Control of Emissions:
The Social Credit Party holds that emissions of pollutants must be controlled to the maximum feasible extent and in a manner that does not favor the interests of existing polluters over that of the general welfare of the people of Antillia.  Emissions controls should be easily verifiable.
7.4.1 Emissions Regulations:
Absolute limits on emissions by regulation should be framed primarily in terms of their local effects, with more general effects dealt with by other mechanisms if applicable.
7.4.2 Emissions Trading:
The Social Credit Party finds that emissions trading is subject to problems with verification and provides most of its economic benefits to existing polluters.  Therefore the Social Credit Party rejects the use of emissions trading as a method of controlling emissions.
7.4.3. Emissions Taxation:
The Social Credit Party finds that emissions taxation provides both an incentive to reduce emissions and revenues that reduce the need for other forms of taxation, and therefore where such taxes can be reasonably collected and verified, they should be the primary means of emissions control.

(This plank change does two things.  Besides specifying in detail how the RCA/SCP prefers to deal with pollutants such as greenhouse gases, it also eliminates the anachronistic reference to the Kyoto accords which won't happen for another four years in game terms.  (Indeed, the UNFCCC itself won't be for another year.)

Proposal C-6
Add the following plank 7.7:

7.7 Sulfur oxides:
Sulfur oxides are a major component of acid rain and should be controlled via limits on both the sulfur content of fuels and the sulfur dioxide emission levels of the combustion gases.
7.7.1 Low sulfur liquid fuels:
A Social Credit Government would establish limits of 500 ppm in liquid fuels by the end of 1992, 100 ppm by the end of 1997, and 20 ppm by the end of 2002.
7.7.2. Low sulfur coal:
A Social Credit Government would establish for uses where technologies to control sulfur dioxide emission levels are not employed limits of 5.0% in solid fuels by the end of 1992, 1.0% by the end of 1997, and 0.2% by the end of 2002.
7.7.3. Sulfur dioxide emissions:
A Social Credit Government would establish for stationary installations limits on sulfur dioxide emission levels of 2000 mg/m³ by the end of 1995, 1000 mg/m³ by the end of 2000, and 500 mg/m³ by the end of 2005 for existing installations.  For new installations entering operation after the beginning of 1996 the limit would be 500 mg/m³.  This limits would be cubic meters of exhaust gases measured at standard temperature and pressure (0°C and 1 atm).

A pair of logos for the Social Credit Party of Antillia have been adopted.  When used in a Left Bloc context a red bordure may be added.

Minutes of the 1 March meeting of the Platform and Steering Committee of the Social Credit Party of Antillia (Ralliement créditiste d'Antillia).

The Party Treasurer reports that sufficient funds have been raised for the party to consider building a headquarters building to replace the Grange Hall in Port Valjean that was torn down by the Dear Leader as part of one of his grandiose urban renewal schemes.  Since the party has no desire to kick innocent people out of the flats that now occupy the block that Grange Hall was located in, rebuilding on the original site is not possible.  That leaves open the question of whether to build in Port Valjean or some other location.  Committee members were instructed to inquire of their constituencies of opinions of party members and bring them forward at the next meeting.



Proposal set C was voted upon with the results as follows:

Proposal C-1 approved by a vote of 5 ayes and 2 nays.
Proposal C-2 approved by a vote of 6 ayes and 1 present.
Proposal C-3 rejected by a vote of 4 ayes and 3 nays.
Proposal C-4 approved by unanimous consent.
Proposal C-5 approved by a vote of 6 ayes and 1 present.
Proposal C-6 approved by a vote of 4 ayes, 2 nays, and 1 abstain.



Proposal set D was presented and shall be voted on at the next meeting.

Proposal D-1
(A revision of proposal C-3)

Revise Plank 6.14 to form two separate planks, reading as follows:

6.14 Provincial Autonomy:
The Social Credit Party supports the inclusion in an Antillia Constitution provisions for protection from unconstitutional intrusion from the Federal Government in matters reserved to the Provincial Governments.  Such protections shall include a prohibition on conditioning Federal grants to the Provincial Governments on the passage of laws by the Provincial Governments.

6.19 Property Rights:
The Social Credit Party supports the inclusion in an Antillia Constitution provisions for individual property rights including restrictions on the use of eminent domain to the construction of public infrastructure and requiring just and prompt compensation to both the owners and lessees of the property.

Proposal D-2
Add the following plank 7.8:

7.8 Recycling:
The Social Credit Party supports the provision of recycling programs to reduce landfill use, pollution, and imports.
7.8.1 Automotive Recycling:
A Social Credit Government would implement programs for the recycling of used tires, automotive batteries, and motor oil which would have their use encouraged by fees levied on new tires, automotive batteries, and motor oil that would be refunded if the used item is recycled.
7.8.2 Glass Recycling:
A Social Credit Government would provide incentives to waste collectors to recycle glass items.  To make such recycling easier, glass food packaging would be restricted to just the use of clear, green, and brown glass.
7.8.3 Metal Recycling:
A Social Credit Government would provide incentives to waste collectors to recycle metal items.  In addition, a Social Credit Government would require both sanitary landfills and construction landfills to either manually sort inputs or use an magnetic sorter to ensure all ferromagnetic items are recycled.
7.8.4 Paper Recycling:
A Social Credit Government would provide incentives to waste collectors to recycle paper items.
Among such incentives would be preferences in government printing and paper contracts for the use of recycled paper, especially recycled Antillian paper.
7.8.5 Plastic Recycling:
A Social Credit Government would provide incentives to waste collectors to recycle plastic items.  In addition, by the beginning of 1993, a Social Credit Government would require all items made solely from plastic resins to include the appropriate SPI resin identification code (♳-♹).

Proposal D-3
Add the following plank 7.9:

7.9 Residential Energy Use:
The Social Credit Party supports policies to reduce residential energy use.
7.9.1 Appliances:
A Social Credit Government would establish a system for determining the energy efficiency of household appliances, and mandate that all household appliances sold in Antillia after the beginning of 1993 include the rating information.
7.9.2 Building Codes:
A Social Credit Government would include minimum limits for thermal insulation R-values in the building codes used for residential construction.

Proposal D-4
Add the following point 4 to plank 4.11 Affordable Housing:
    4. Ensuring that rental properties, both public and private, have efficient appliances so that renters do not suffer increased energy costs due to the use of cheaper to install, but less efficient appliances.

Proposal D-5
There should be a separate Housing platform in the set of Social Credit Party platforms to consolidate the various planks relating to housing so as to ensure that the party deals with housing issues in a manner that is both internally consistent and consistent with the theory of Social Credit.

Committee members indicated that they had not been able to complete consultations, so the question of where to rebuild Grange Hall was deferred.

Our Left Bloc liason office at Dockers Hall has been opened and thanks were given to the Labour Party for providing accommodations there for the Left Bloc.

8.B Divorce:
The Social Credit Party holds that unlimited no-fault divorce is disruptive to the institution of marriage and should therefore no-fault divorce should be limited to the first two years of marriage, or up to five years, if no children have been born or adopted to the marriage.

Proposal E-5
Add the following plank to platform 8, Social Policy:

8.C Euthanasia:
To preserve personal dignity, a Social Credit Government would continue the ban on assisted euthanasia, but uphold living wills that specify when medical treatment should cease.

Proposal E-6
Strike the current plank 10.4 on Abortion from platform 10. Health Care, and replace it with the following new plank in platform 8, Social Policy:

8.D Abortion:
The Social Credit Party recognizes the deep philosophical differences on this issue that lead some people to call a total ban or tighter restrictions on abortion, but holds to the following minimum restrictions:
8.D.1 Non-coercive:
No woman should ever be forced to have an abortion against her will.
8.D.2 Not for Birth Control:
Abortion should not be used as a method of birth control.  A Social Credit Government shall not support any program to promote birth control that promotes the use of abortion as anything other than an option to be considered if conception occurs despite the use of birth control.
8.D.3 Not for Sex Selection:
Abortion should not be used as a method to select the sex of a child.
8.D.4 Fetal Reduction:
Fetal reduction should be used in multiple pregnancies only if a particular fetus is substantially deformed or if necessary to significantly increase the chance of a successful carrying to term.
8.D.5 Viability:
Once a fetus is viability outside the womb, abortion should be illegal unless necessary to preserve the life of the mother.
8.D.6 Quickening:
Once a fetus has quickened, abortion should be illegal unless necessary to preserve the life or health of the mother.
8.D.7 Formation:
Once a fetus has formed (9 weeks), abortion should be illegal unless necessary to preserve the life or health of the mother, or in the case of rape or incest, or if the fetus is substantially deformed.
8.D.8 Alternatives:
A Social Credit Government will promote positive alternatives to the practice of elective abortion, including adoption, contraception, and counseling.

(Note: The Chair of the Platform and Steering Committee shall renumber the planks as needed after the completion of this set of proposals.
