The WA-GOP had a lame infrastructure for their caucus reports, and it bit them in the butt. It was close enough that people noticed.
No, the WA-GOP didn't seem to do anything intentionally malicious. But they were unclear, untransparent, and poorly organized. Their delegate appointment system didn't accurately represent the sign-in sheets which seems stupid.
You're right that it wasn't a massive failure or anything. But it was a screw-up. And, no, providing the forms wouldn't have been too awfully hard. But if they had:
1. Explained what was wrong 2. Been more clear and transparent in reporting the results 3. Not been so intent on calling McCain the winner so quickly (although, really, I don't care about this)
...this would have been a non-issue.
They messed up, although I don't think fraud was meant.
Still, considering that they had 1/10th of the showing of the Democrats...yeesh. C'mon people.
