Why would a jobless person stay in an area with 10% unemployment rates when there are places with 1%?

Nobody knows why a jobless person would stay in a horrible job market?  Not even any lame excuses like "it's home!" or "we're to poor to move" or "I'll miss my family"?

Just the dumb ones.  The smart Republican states tend to have the lowest rates (unless they also have a lot of union jobs).
