I would pick neither, but if I had to pick, I'd go with Afghanistan in the 1990s because at least you could leave the country if you did not like the Taliban, unlike North Korea.

Though both choices are crap.

You can't leave North Korea, though. You're stuck there until you die. If I were you, I'd pick Afghanistan (in the '90s), hide my true identity, and get out of there as soon as possible.

Yes it would. The Taliban weren't really guarding Afghanistan's borders that well, and even if they saw someone leaving, they typically wouldn't stop them.
