Not sure what to tell you...no such precinct in 2004.  You might have to call the county and ask or something.

I think the data may be missing.

The total adds up fine.
That means the precinct's missing from official results.

OMG - Kerry stole California!






Or maybe SmartVoter have it wrong.

2000: 62k people
2008 (est) 99k people
growth: 59%

2000: 75% White, 22% Black
2008 (est) 59% White, 35% Black

growth of White population: about 25%
growth of Black population: about 133%

Not that it's getting ghetto or anything. All but the outer fringes of the southern 40% or so of the Atlanta Metro is Black, and Newton is ceasing to be outer fringes.

Seems the town where you live is still full of outer suburban Whites.

EDIT: Of course, that's assuming the 2008 results are similar. Just noticed this is for 2004.
