Primarily because she seems to prefer it herself. It's more of "Look at me, I'm a WOMAN" self-labeling to encourage women to vote for her than anything else. Plus, there are two Clintons, so both names are often necessary.

I try to make a point of only ever calling her Clinton unless disambiguation is needed because I think using "Hillary" gives undue credence to the notion that women should vote for her because she's a woman.
