March 2008 Southeastern Initiative Election

On the following initiatives, please vote aye, nay, or abstain. Voting will begin at 12:00 AM Friday, March 21 and will end 72 hours later, Monday March 24 at 12:00 AM. All times are CST. You may edit your ballot within twenty minutes of posting it; any edits after that will disqualify the ballot.

The full initiatives are posted below, followed by the official ballot.

Free Range Prison Initiative

1. Construction of a Free Range Prison - The Southeastern government shall purchase five thousand square miles of land within its own borders for the purpose of building a "free range" prison facility. The outer facility will constitute a border seperating free society from the prison population, while the inner facility will constitute the area in which the bulk of the prison population is contained and allowed to roam at will.
 1.1. Outer Facility
  1.1.1. The outer facility will consist primarily of a wall of no less than thirty feet in height above the ground, no less than twenty feet in depth below the ground, and no less than six feet in thickness.
  1.1.2. The outer facility wall must have gaurd towers, cameras, and other security measures deemed necessary placed at appropriate intervals.
  1.1.3. The outer facility will have at least four processing stations. Each processing station will be contained within its own wall, and have all facilities necessary for prisoner care as described in section 2.
  1.1.4. All trees, brush, non-prison buildings, and other viewing obstructions within 50 meters of the wall must be remain cleared.
 1.2. Inner Facility
  1.2.1. The inner facility will consist of forests, flatlands, other natural terrain, and any buildings created by humans before the prison construction that do not exceed three stories. There must also be an effort to remove all firearms from the inner facility before prisoners are released into it.
  1.2.2. The inner facility must have enough fresh water sources to meet the needs of the prison population, be they natural or manmade.
  1.2.3. The inner facility shall never contain more than an estimated one hundred thousand prisoners.

2. Prison Services - In order to meet humane standards, both the outer and inner facilities must meet certain criteria in regards.
 2.1. Medical
  2.1.1. Each processing station must have medical facilities and staff that at least meet all legal requirements, both regional and federal, for prison medical facilities and staff.
  2.1.2. Each prisoner will be alloted two annual medical checkups, and more on a case by case basis if deemed necessary by the medical staff.
  2.1.3.
 2.2. Judicial
  2.2.1. Each processing station must have basic judicial facilities to allow prisoners access to the legal system as required by federal and regional law.
 2.3. Visitation
  2.3.1. Each processing station must have facilities for prisoner visitation.
  2.3.2. Due to the nature of the prison, visitation must be scheduled at least a month in advance, with the exception of emergencies.
 2.4. Survival
  2.4.1. Each processing station must have facilities to train new prisoners in wilderness survival skills appropriate for the prison location, first aid, and any other skills that would be deemed necessary for survival in the inner facility.
  2.4.2. Each new prisoner will be released into the inner facility with the following items: Small tent, bedroll/sleeping bag, canteen with fresh water, hiking pack, boots and two changes of clothes, Swiss Army knife, one week's worth of food, first aid kit, compass, map of the prison, one emergency flare, and any other items deemed necessary by the prison management. Any of these items or items aquired within the inner facility will be confiscated upon checking in to a processing facility, and returned upon checking out unless an item is deemed too dangerous for a prisoner to possess. For example, a firearm would not be returned.
 2.5. Food and Water
  2.5.1. Wild game population levels will be monitored. Should the levels of game be deemed to be decreasing to unnacceptable levels, more wild game will be released into the inner facility by the state.
  2.5.2. Prisoner groups wishing to establish farming areas will be given basic equipment, seeds, and other supplies required for farming. Education in farming techiques should also be available. Farming areas may only be established in authorized areas within the inner facility.
  2.5.3. Certain areas will be set aside for prisoners to raise livestock. These should be adjacent to farming areas. Livestock to breed will be provided for these areas, as well as education in raising livestock to those prisoners wishing to do so.
  2.5.4. Water sources will be purified as necessary.
 2.6. Residential
  2.6.1. Each processing station will have bunking facilities for prisoners who are in the process of survival training, farm and livestock education, medical or judicial visit, visitation, or prison labor.
 2.7. Commercial
  2.7.1. Each processing facility will have a commercial facility from which prisoners may purchase goods. These goods may consist of survival gear, food, or recreational goods such as magazines or tobacco.
  2.7.2. Items may be purchased with money or Labor Points.
  2.7.3. Labor Points may be earned by performing supervised labor for the prison. This labor may include but is not limited to cleaning of the outer facility, clearing brush and obstructions near the outer facility wall, or aiding in the survival training of new prisoners. The value of Labor Points and how much each act of labor earns will be determined by the prison management.

3. Prisoner Requirements - Not every criminal be sent to this facility.
 3.1. Only criminals convicted of a violent crime with a sentence of ten years or greater may be sent to this facility.
 3.2. No minor may be sent to this facility.
 3.3. No convicted criminal with a physical or mental condition that would prevent wilderness survival may be sent to this facility.
 3.4. Criminals sentenced by federal courts or courts other than the Southeastern region may be sent to this facility by request of the agencies of those governments under the following conditions.
  3.4.1. The criminal meets all other requirements as determined by a judge of the Southeastern judiciary.
  3.4.2. The federal or regional government requesting the transfer agrees to pay the average annual cost per-prisoner for each prisoner transferred.

4. Prisoner Identification - Prisoners checking into a processing station must be able to be identified.
 4.1. Each prisoner will have their fingerprints taken and put into the prison records for identification.
 4.2. Each prisoner will be equiped a tracking device with a unique ID code. To encourage prisoners to not remove these devices, prisoners will be rewarded with Labor Points upon checkin if these devices have not been removed or tampered with. Alternatively, prisoners will be given the option of having a tracking device surgically implanted for even more points, but no prisoner may be forced to have such a device implanted.


Southeast Abortion Initiative No. 2

1. Abortion will not be legal in the Southeast Region for any reason, save when the life of the mother is in serious danger.

2. Violation will result in imprisonment of 5-20 years for the woman seeking the abortion, and life for the doctor.

SE March Initiatives

Matchu's ballot was cast after the stated deadline for casting ballots and is therefore disqualified.

Results are as follows:

Free Range Prison Initiative: 5 ayes to 4 nays, measure passes
Southeast Abortion Initiative Number 2: 4 ayes 4 nays 1 abstention tied

The Southeast Abortion Initiatives No. 2 will be voted on again in April at the regularly scheduled initiative election.
