April 2008 Federal Election Information

The April 2008 Federal Elections will be held the weekend of April 18–20, 2008.

DEADLINES
The deadline to register to vote in the April 2008 Federal "Midterm" Elections is midnight EDT, Tuesday, April 8, 2008.  The deadline to declare candidacy is midnight EDT, Friday, April 11, 2008.
(Withdrawls will be accepted as late as administratively feasible.)

THE PROPORTIONAL REPRESENTATION ACT  (IMPORTANT CHANGES!)
The Proportional Representation Act, put into effect December 31, 2007 by President Colin Wixted, significantly changes the way "Class B" or midterm Senators are elected.  The key points are as follows:

  • Class B Senators are now elected by the PR-STV method.
  • Five Class B Senators are now elected from a single, nationwide, at-large district.
  • Voters will be choosing from a list of all declared Senate candidates nationwide.
  • Preferencing becomes crucial—ballots may not be counted if not numerically preferenced and the SoFA cannot otherwise determine voter intent.  (See below.)
  • Class B Senators are replaced by party convention*, not special election.

Each voter will be called upon to numerically rank their candidate preferences just as they currently do.

The SoFA wishes to note that there is no strategic benefit to not preference every candidate, so voters are encouraged to fill out their ballot completely to avoid their ballot being "exhausted" in later rounds, effectively giving said voter no voice in electing their representatives.  Voters are also discouraged from "bullet voting" or casting a lone single preference—it is important to remember that voters are now electing 5 senators instead of one.

The Proportional Representation Act gives organized parties a benefit in filling vacancy, but no other benefits regarding ballot placement.  The SoFA currently allows candidates to declare candidacies without party approval or endorsement.  There is no minimum or maximum number of candidates a party can run in each election.

A detailed explanation of the PR-STV vote counting process can be found here.

DECLARED FEDERAL CANDIDATES
As of April 11, 2008, the following people are recognized by the Department of Forum Affairs as Senate candidates in the April 2008 Federal Senate Elections:

EarlAW (PLP)
Happy Warrior (PLP)
Sensei (PLP)
Afleitch (NLC) (i)
Bacon King (NLC) (i)
ColinWixted (NLC)
Hashemite (NLC) (i)
Jake (NLC)
Rockefeller Republican (NLC)
South Park Conservative (NLC)
Culture King (JCP) (i)
Willy Woz (JCP)
Lewis Trondheim (JCP)
Kingofthebenchpress (I)

The list will be updated periodically as candidates declare and/or withdraw.

*When a Senator elected from a party of less than four, a nationwide special election will be held to find his or her replacement.  The DoFA will provide more specific information should such a vacancy occur.

The Office of Forum Affairs will be holding a random drawing shortly to determine ballot order for the April 2008 Senate elections.  An absentee booth will be opening soon, so any candidates wishing to withdraw from the April elections are encouraged to do so now while still administratively feasible.

Unless there are any last minute withdrawls before the absentee booth opens, the following is the official ordering of the April 2008 General Senate Election PR-STV ballot.

Colin Wixted (NLC-PA)
HappyWarrior (PLP-MD)
Willy Woz (JCP-TN)
EarlAW (PLP-NY)
Afleitch (NLC-WI)
Sensei (PLP-OH)
Jake (NLC-MS)
Bacon King (NLC-GA)
CultureKing (JCP-WA)
Hashemite (LLDL-VT)
kingofthebenchpress (I-PA)
Lewis Trondheim (JCP-ND)
Rockefeller Republican (NLC-ME)
South Park Conservative (NLC-IA)

How ballot positioning was determined: The names of all 14 candidates were entered into an Excel spreadsheet.  A random number was generated for each candidate through the formula "RAND()*100".  The list was then sorted by this random value, with the number closest to 1 receiving top ballot position (Colin Wixted, at ~6.62) and the number closest to 100 receiving bottom ballot position (South Park Conservative, at ~97.23).

Having not cast a ballot in four consecutive elections, the following people will be deregistered as Atlasian voters:

Conan
Defarge
fe234
nym90
rinchan089
texasgurl124
TJN2024
theking2004
wiseguy

These persons are, of course, immediately eligable to reregister and may vote in the next election after doing so (provided each meets the minimum 15 post requirement between now and then).

And after you sent me a PM reminding me to check the by-election thread when updating the numbers and everything... Tongue

(Note: I'll be double checking each of these when I start resetting the votes missed counter a little bit later in the week.)

Yeah. Since you didn't react to that, and listed someone I know voted there here, I was wondering what was up. Smiley

I will be updating the regional voter list a bit later today (possibly tomorrow), and will be PMing all regional candidates at that time with up-to-date registration information.

I have just been in correspondance with former Mideast Governor Inks.LWC informing him that the deadline for filing candidacies has passed and that he may, at his earliest convenience, post the absentee balloting booth.

With this, I hereby declare that my duties as SoFA, as far as they pertain to the June 2008 Elections, are relinquished to Inks.LWC.  Please direct all questions, comments, and concerns to him.

Yours in Public Service,

The ballot has been posted.  Somebody let me know if I screwed anything up.

Your comments are always welcome, they may just not be well-received.  Tongue

I just updated the master list with the number of elections missed.  I will make edits as necessary following the ballot certification.

People in danger of being unregistered are now shown in red.  I suggest these people reregister ASAP to reset the counter to 0 and guarantee eligibility in the next round of federal elections.

Ladies and gentlefolk, the Pacific region may now partake in the thrill of democracy.

The Pacific Region runoff election between Torie (I-CA) and Friz (JCP-OR) has now started.  Voting will last through 1:04 A.M. on Monday, June 30th.

The direct link to the voting booth is here.
