I think Doha is the most likely unless protests cause serious problems at the Beijing Olympics, in which case they'll go with the much politically safer Rio. Chicago might stand a chance as well, but Tokyo, Madrid and Prague all have the region problem. (Although, after thinking about it, Vancouver is in 2010, so that might hurt Chicago.)

The Summer Olympics were held in September-October in Sydney. I imagine they could deal with them being in May in Doha.
