I'd say Truman.  When he left office, everyone thought he was failure, and now he is almost always ranked in the top 10.  Likewsie for Eisenhower.

Andrew Johnson has undergone a pretty big change in reputation, for the worse. The racist Dunning School adored him and considered his policies faithful to Lincoln's ideas. Now, many historians are recognizing Johnson's role in thwarting every attempt to give freedmen their civil rights and mantaining white supremacy.
