The line is a direct quote and was made roughly 200 years ago. (Though Lewis has informed me that the "is" should be "ist" anyway.. but I'm lazy.)

Are you incapable of understanding the concept that person who illegally enter the country should be deported irrespective of their nationality, or do you believe that all illegal entrants are Mexicans?
