Who adjudicates lawsuits?  But chief of police isn't bean bag  actually, as long as I can set the crime rates, and costs and whatnot, and report gang activity and so forth.

The only reason I picked P&D is so that I can restrict sprawl and put a tight lid on low density growth... also so that no one tries anything funny with my neighborhood.  That reminds me, I need to do a write-up.

Well, that depends how much power each committee has. It would likely be wrong to make any of them all-powerful (and planning & development is most likely to head that way) over the others IMO.

Well, that depends how much power each committee has. It would likely be wrong to make any of them all-powerful (and planning & development is most likely to head that way) over the others IMO.

To me, P&D sounds like it would be kinda like U.S. House Ways and Means.

District III:  Sint-Bavo

Sint-Bavo was originally settled by Koolinsjatohaven's upwardly mobile merchant class, which emerged in the end of the 17th begining of the 18th centuries.  Since then, it has become as one of the most densly packed neighborhoods in the city, containing many important civic structures, such as the Cathedral of Sint-Bavo, the Koolinsjatohaven Central Library, the Huber Art Museum, as well as many small and medium sized businesses, and, of course, The Park of the Allies (renamed from simply "Sint-Bavo Park" following WWII), with some bomb craters caused during the bombings of the war left in place, as memorials.  The park also contains a small Holocaust Memorial, dedicated to the Jewish citizens of the city, deported and killed during the Nazi Occupation.

The high level of culture and economic diversity and booming Night Life is a large draw from young professionals, university students, trendy and Avant-garde types, as well as whole families and many elderly.  Sint-Bavo has more "Dutch Coffee Houses" per capita than any area in the country outside of Amsterdam.  As such, it is a one of the most varied and diverse neighborhoods in the city.

There is a substantial gay community in the neighborhood, which is largely accepted by other locals.

Sint-Bavo has fought hard to maintain its charm by keeping zoning laws as lose as possible, allowing the continued presences of residential units right next door to shops and other business.  Many companies with medium sized HQ's in the city call the neighborhood home.
