Bush was strong where Reagan was strong. Also, alot of people in South Florida were from up east, which was also Republican that same year - There's a correllation there. And it's interesting to note that as the mid-Atlantic region and New England trended Dem, so did Florida as a whole, but that was offset by the panhandle and the rest of north florida trending GOP. But if you look at the counties in South Florida such as Broward and Palm Beach, they were both neck and neck in 1988 and have been solidly Democratic after that. Dade, also to an extent. They were trending Dem since the 70's, and it wasn't until the 90's they finally plunged into the Democratic abyss
1988 was a year where there were alot of lasts as far as GOP voting patterns, due to Reagan's popularity...that carried over one more cycle...California, Illinois, the mid-Atlantic region, and New England!
