Amendment (easiest way to fix my quibble):
"Foreign Aid Restoration Bill

The Foreign Aid Reduction Act (F.L. 10-4) is hereby repealed. Funding is restored to 2004 levels."

Amendment:

To strike text of bill and replace with the following:

Atlasian Sovereignty Act

To modify F.L. 10-4, also known as the Foreign Aid Reduction Act, to read:

1. The budget of the International Assistance Programs division of the State Department shall be reduced to $500 million immediately upon the passage of this bill. This budget shall be used at the discretion of the State Department.

Did I spell it wrong?  Oops

Nice decorum in the senate btw.  Anyway, yes, to weigh ourselves down in foreign debts is absurd.  If anything in this time of economic hardship the last thing we can do is give more money to foreign nations.  My amendment will save the country $6.5 billion, an amount that seems small but is a good start.
