On the surface of it, that's not a half bad evaluation.

I'd definitely have Wilson on the bottom, though, just narrowly beating out FDR. The passage of the Federal Reserve Act was the beginning of the sell-out of the country. And for that, Wilson is guilty as charged.

As for the top, that is a bit more difficult to sort out. There are aspect of Kennedy's administration that I liked. His institution of silver certificates and United States Notes was part of that. His tendency to not want to become involved in Vietnam is another.

Reagan's optimism and conservative rhetoric served him well in becoming a legacy of sound-bites that others could look to and reprise. Not sure what he did beyond handling the fall of Berlin from the Soviet Union that was significant. He was definitely a force to be reckoned with in foreign policy. Although the Iran-Contra scandal did little to help out that legacy.

As for Coolidge, wasn't he, despite his famous hands-off policy and penchant for saying little, president during the run up to the Great Depression? Hmm. Would have to take a closer look at the history of those events. . .

Considering that he didn't actually handle that, one does wonder whether he did anything significant.
