... were Oklahoma and West Virginia

Oklahoma 2004: 1,463,758
West Virginia 2004: 750,319

Oklahoma 2008: 1,462,661
West Virginia 2008: 695,716*

Not really surprising

Had someone like Bush or Palin been at the top of the ticket, the racist turnout would have been much higher.

The Oklahoma turnout is basically the same, unlike the West Virginia numbers.

Not much of an increase is expected at all, actually.

There really wasn't that much different in the turnout this election...not enough to swing it at least.

The county level results for turnout delta in WV were quite interesting as well. It seems that a lot of Democrats basically stayed home. Turnout was particularly down in the areas where McCain overperformed compared to 2004, but was up where Obama overperformed.

Any states have that between 2000 and 2004?

Both McCain and Obama were respectively bad R's and D's for WV and to a lesser extent for OK.
