Oh, the reasoning behind the bill is two fold.  The first is that if you are guaranteed to receive 25 years for committing first degree murder, it would serve as a deterrent to some.  Second, it allows for more uniform standards and prevents judicial activism

Where's the need for this? Judicial activism hasn't been a problem by any standards when it comes to sentencing for violent crimes, and first-degree murder will generally get you life.

This would make the bill acceptable to me.

It removes the crass and disgusting part (think about what "life without parole" actually means for once - I doubt any American ever has, frankly. It spells out as "let's lock old folks into tiny cells for things they did when they were 20! Let's not yet worry about it now because it'll be decades before it happens! It's an incredibly disrespectful, incredibly thoughtless, incredibly anti-traditional position to take, really. If you want to ensure "life" doesn't end up meaning 7 years - as it did in West Virginia (or was it Kentucky) during the Depression era btw - there are better approaches.) I could support the bill if the amendment passes.
